Community Finance provides capital that finances inclusive, thriving resident-centered communities that catalyze opportunity and promote well-being, as well as provides capital to community development financial institutions. The team partners with teams across External Affairs, Small Business and Commercial Bank to provide capital to affordable housing developers and community development institutions.

The Role:

Community Finance is seeking a strategically oriented and energetic Senior Director of Housing Policy to collaborate with teams across the External Affairs and the Enterprise to engage in the policymaking process with a focus on housing and housing adjacent issues. We know that policymakers have the ability to reshape our business models and strategies that will impact our customers, communities and shareholders.

The Senior Director role will be a key member of the Community Finance leadership team and responsible for driving our policy and advocacy agenda in partnership with the Government and Policy Affairs Group and the Community Impact and Investment teams.

Key Responsibilities

  • Build and maintain relationships with key influencers, including trade associations and think tanks and relevant organizations

  • Analyze legislative proposals for business and community impacts

  • Develop policy position papers to inform advocacy strategy

  • Work with internal partners to develop and execute coordinated advocacy strategy

  • Collaborate with internal partners to identify, organize and execute market convening

  • Collaborate with internal partners to develop content to educate leaders on key policy issues

The role will involve up to 50% travel as needed.  It also involves attending events before and after normal business hours and overnight trips or conferences.

Basic Qualifications:

  • Bachelor’s degree or military experience

  • At least 10 years of developing advocacy strategies, market strategies, or content strategy

  • At least 8 years of experience working in housing policy

Preferred Qualifications:

  • At least 1 year of People leadership experience

  • Experience with complex stakeholder management

  • Strong communication and relationship building skills, customer focus, and ability to collaborate and influence across teams to deliver

  • At least 1 year of experience with community organizing, nonprofit, or political experience

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
