Job Summary
The Engineer II provides project management and engineering expertise in the design, construction, implementation, and completion of all public infrastructure related projects for the City of Dallas.
Job Description
Engineer II is a licensed engineer conducting planning, design, research, and other activities involving quantitative and qualitative analysis and conventional engineering problem-solving to develop and maintain the public infrastructure and/or fire protection systems of the City of Dallas. The Engineer II provides higher level project management and engineering expertise in the design, construction, implementation, and completion of all public works construction and related engineering projects, including fire protection system strategies and safety regulation for the City of Dallas.
Essential Functions
1. Provides project management over design and construction contracts for paving, streetscape, alley, aviation, facilities, drainage, flood control, bridge, sidewalk, erosion control, water and wastewater utilities, fire protection systems, and any other infrastructure improvement projects.
2. Coordinates all phases of the engineering design and construction of capital improvement projects; participates in the development of budget and determining funding; engages, interacts, and collaborates with other departments within the City of Dallas; communicates and provides responses to citizens, council members, developers, and other City departments regarding project status.
3. Develops, designs, and reviews engineering plans and ensures that the proposed infrastructure improvements are of good design quality and that the projects are in compliance with City, State and Federal standards.
4. Creates and follows strict timelines, keeps all parties involved accountable for all deliverable and stays attuned to details of engineering milestones. Escalates issues in a timely manner.
5. Provides advisory council to parties involved and makes critical decisions.
6. Reviews and approves engineering design invoices, engineering design submittals, contractor progress payments, and other construction documents.
7. Prepares agenda packages, administrative action packages, and change order packages for engineering design contracts, engineering supplemental agreements, construction contracts, and construction change orders.
8. Collaborates, engages, and works with consultants, inspectors, contractors, engineers, representatives from other agencies within the City and outside, to successfully complete the design and construction of all infrastructure projects; performs occasional site visits to verify progress, responds to engineering concerns, and inspects project specifications; ensures budget adherence for engineering and construction projects.
9. Performs other work as needed or required.
Knowledge, Skills & Abilities
Thorough knowledge of city ordinances, design manuals, engineering standards, state and federal regulations, fire safety codes and professional ethics.
Extensive knowledge of project management and implementation practices and methods.
Ability to communicate effectively both verbally and in writing with a variety of audiences.
Extensive knowledge of civil engineering principles including safety, legal, licensing, credentialing, and innovation.
Ability to establish and maintain strong relationships at all levels.
Knowledge of contract management.
Skilled in managing and directing engineering projects.
Ability to provide training, education, and leadership to fellow staff.
EDUCATION
Bachelor of Science in engineering or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET).
EXPERIENCE
A minimum of two (2) years of progressive engineering experience as a Licensed Professional Engineer.
LICENSES AND CERTIFICATIONS
Valid driver’s license with good driving record.
Professional Engineering License from the State of Texas. Professional Engineer License with license/registration from other states must obtain the Texas license within six (6) months after appointment.
For Fire Protection Division only, a Licensed Professional Engineer in Fire Protection is required.
EQUIVALENCY
Bachelor of Science degree in Engineering and six (6) years of engineering work experience after graduation will meet the education and work experience requirements, OR
Master’s degree in engineering and five (5) years of engineering work experience after graduation will meet the education and work experience requirements, OR
Relevant PhD in engineering with four (4) years of engineering work experience after graduation will meet the education and work experience requirements.
For Fire Protection Division only, three (3) years of progressive engineering experience in fire protection as a Licensed Professional Engineer (P.E.) will replace P.E. in Fire Protection license requirement.
