Medical Logistics Analyst Mid-Level

This position involves providing medical logistics analysis support to the Naval Sea Systems Command (NAVSEA) PMS 408 Expeditionary Medical (ExMeds) Program Management Office (PMO). The role entails ongoing analytical support and logistics policy and program management, as well as administrative support for various program objectives. Key responsibilities include delivering comprehensive analysis, aiding in the management of medical logistics projects, in-depth research and medical logistics policy writing and collaborating closely with team members to ensure effective program execution and management. We seek candidates who can work independently or in a small team setting that can use problem-solving skills and adapt quickly to changing priorities. Must have strong writing skills and effective communication and organizational abilities that are essential for collaborating with diverse teams and stakeholders.

Location: Washington Navy Yard Washington D.C.

The Contractor Shall:

Provide medical equipment logistics, operations and sustainment management support services to PMS 408 ExMeds, including but not limited to supporting development and drafting of logistics management plans and analyses that address each of the Twelve (12) Logistics Elements. Associated tasks include the following:

  • Manage the procurement, storage, and distribution of Class VIII (medical) materials while ensuring proper cataloging in accordance with Navy supply system standards.
  • Manage and track medical supply orders through the Electronic Catalog (ECAT), ensuring timely procurement, accurate inventory records, and efficient distribution of medical materiel.
  • Ensure all Class VIII materials contained within Authorized Medical/Dental Allowance Lists (AMALs/ADALs) are properly assigned National Stock Numbers, part numbers, and tracked using appropriate Navy logistics and supply chain management systems.
  • Apply Navy cataloging procedures to classify, label, and track medical equipment and consumables. Ensure compliance with NAVSUP, DLA, and DoD supply chain regulations for medical logistics DOD Instruction 4140.01. Familiar with Federal Logistics Data (FEDLOG) and Federal Logistics Information system (FLIS) and Defense Logistics Information Services (DLLIS).
  • Assist tracking inventories of Sponsor Owned Materials (SOMs) and Government Owned Materials (GOMs) to include cognizant Sponsor/Government entity, type of equipment/material, quantities, storage location, and utilization history.
  • Collaborate with Navy medical units, supply officers, and warehouse teams to ensure seamless tracking, cataloging, and assignment of medical supplies in support of ExMed missions.
  • Assist the Government in generating or drafting and revising logistics plans, analyses, and supporting documentation.
  • Participate in the preparation, analysis and review of acquisition logistics documents, plans and studies (e.g. Acquisition Logistic Support Plans (ALSPs); Life Cycle Sustainment Plans (LCSP); Program Life Cycle Cost Estimates (PLCCEs) and associated documents; Configuration Management (CM) Plans; and Logistic Management Information (LMI)).
  • Integrate and maintain all program logistics decisions and/or milestones into the program’s integrated master schedule.
  • Coordinate with Technical Design Activities, hardware vendors, and Program Office logisticians and engineers as required.
  • Assist in preparing for, facilitate and participate as a non-voting member in, significant logistics events including but not limited to Integrated Logistics Assessments, In-Process Reviews (IPRs) for training curricula and technical manuals, Navy Training System Plan conferences, Configuration Control Boards, Provisioning Conferences, and Integrated Logistics Support Management Team meetings and working groups.
  • Coordinate support between the Program Offices and the In-Service Engineering Agents (ISEAs). Recommend measures to improve system performance.
  • Organize, and facilitate program logistics meetings, reviews, and conferences.
  • Assist in planning, coordinating and providing analysis to Operations, Maintenance, and Supply (OM&S) and Reliability, Availability, Maintainability and Cost (RAM-C) quarterly reports and meetings (i.e. answering data calls, collecting and compiling data, coordinating or participating in meetings, developing meeting minutes, and tracking actionable items).
  • Demonstrated experience in medical logistics, specifically managing Class VIII materials in expeditionary or operational environments.
  • Experience with the Navy cataloging processes of AMAL/ADAL equipment using Cataloging and Assignment Tools including establishing and assigning materials, cataloging medical supplies, and following provisioning and tracking medical material protocols.
  • Familiarity with NAVSUP, DLA, and DoD supply chain regulations related to medical logistics.
  • Bachelor’s Degree +5 yrs relevant experience in logistics management, or
  • Associate’s degree +8 yrs relevant experience in logistics management.
  • At least six (6) years of direct support to the United States military or Department of Defense
  • Experience working with the U.S. Navy and joint-service logistics processes to ensure proper provisioning and accountability of medical supplies.
  • Travel: Routine travel locally within Washington D.C. area, and Williamsburg and Little Creek, VA.
  • Clearance: DoD SECRET is required.

Skills:

  • Possess the ability to draft, review and adjudicate logistics and acquisition related documentation.
  • (Preferred) knowledge of DoD/Navy Logistics Planning and supported command logistical. concepts (supply, maintenance, financial systems, policies, procedures, and regulations).
  • Strong communication, interpersonal and negotiation skills.
  • (Desired) Defense Acquisition University (DAU) Life Cycle Logistics Level II (or equivalent).
  • Microsoft Office Tools (Project, Word, Excel, PowerPoint, Teams).
  • OPSEC requirements.

Physical Requirements:

  • While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
  • Specific vision abilities required by this job include close vision requirements due to computer work.
  • Light to moderate lifting may be required.
  • Regular, predictable attendance is required; including quarter-driven hours as business demands dictate.
