The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. Our work includes enterprise architectural assessments, systems engineering and integration, test, planning and execution, cost estimating and analysis, acquisition support, and cybersecurity.  We are trusted partners developing approaches and concepts to meet emerging high priority needs, assessing cutting-edge technologies, and supporting capabilities for our National Defense.  Come join the fastest growing Division at Systems Planning and Analysis, Inc.

 

The Strategic Technology Analysis Group (STAG), part of SPA’s Space and Intelligence Division, offers sophisticated capabilities (people, process & tools) to resolve unique problems in space, cyber, and special operations in support to military services, Secretary of Defense offices (OSD) and theater warfighters. Our portfolio includes the Assistant Secretary of Air Force for Space Acquisition & Integration (SAF/SQ), Joint Warfare Analysis Center (JWAC), Space Security and Defense Program (SSDP), National Space Defense Center (NSDC), Space Warfighting Analysis Center (SWAC), Strategic Capabilities Office (SCO), US Space Command (USSPACECOM) and US Space Force (USSF). SPA has an immediate need for a highly-qualified Cyber Campaign Chief Engineer.

Responsibilities

The successful candidate will conceptualize and provide strategic vision on Cyber campaign(s) to team members and senior leadership.  They key duties associated with this role include but are not limited to the following: 

  • Organize and influence a diverse community of experts from across Operations, Acquisitions, and Intelligence Communities to realize the vision.
  • Architect and implement a plan to provide a set of integrated capabilities to the operational community.
  • Develop and implement communication strategies regarding these capabilities to support national and/or combatant command priorities.
  • Provide objective information and analysis supporting decision making on cyber-relevant Science and Technology (S&T) capability development and integration activities.
  • Ensure capabilities being developed meet operator requirements and SCO programmatic schedule.
  • Prepare and deliver executive level briefings, reports, and summary papers; explain complex concepts in relatively simple language, summarize key decisions, and provide recommendations supported by analysis.

Qualifications

Requirments:

  • Active TS/SCI clearance and SAP eligibility
  • BS in CS/CE or other relevant Cyber-related discipline
  • 15+ years of technical and operational leadership experience including leading teams at tactical, operational, Combatant Command, and national levels
  • Experience in planning and leading national level Cyber Campaigns
  • Experience with day-to-day operations of DoD and/or IC senior leadership, to include in-depth understanding of leadership priorities
  • Excellent interpersonal and communication (oral and written) skills; must have experience using critical thinking to prepare written reports and presentations for senior decision makers
  • Demonstrated knowledge and familiarity with writing requirements for cyber capability development and with cyber operations planning
  • Demonstrated initiative and ability to plan, work, and deliver both independently and as part of a diverse team focused on delivering critical cyber capabilities
  • Demonstrated ability to effectively and professionally interact with staff members and executive leadership via both verbal and written means
  • Demonstrated experience supporting IC or DoD Compartmented/Special Access Programs (CAPs/SAPs)

 

Desired:

  • Experience with day-to-day operations of US Cyber Command and/or National Security Agency senior leadership, to include in depth understanding of leadership priorities
  • Experience briefing Congressional staff (House and/or Senate)
