Senior Program Manager - Information Enterprise and Special Access Programs Technology

ANSER is a nonprofit organization dedicated to enhancing national and homeland security by delivering independent analysis and practical solutions. They are seeking a Senior Program Manager to oversee a federal IT and Special Access Programs initiative under the Department of Defense CIO office, focusing on data governance, security, and compliance.

Skills

  • Strong understanding of data governance frameworks and DoD data policies.
  • Expertise in cybersecurity standards, data classification, and access control mechanisms.
  • Proficient in program management techniques and tools, including PMP methodologies.
  • Experience with data quality monitoring and validation processes.

Responsibilities

  • Define and enforce data governance policies regarding data ownership, stewardship, and classification in line with DoD and CDAO standards.
  • Develop and implement data access control policies based on security clearance and need-to-know principles.
  • Establish and maintain comprehensive data management frameworks ensuring data integrity, accessibility, and compliance.
  • Implement data quality procedures including validation, cleansing, and monitoring across DoD systems.
  • Manage data classification systems and coordinate data tagging and labeling within DoD SAP enterprise.
  • Deploy robust data security controls including encryption and privacy protections for sensitive data.
  • Evaluate and integrate data governance tools for metadata management, data lineage tracking, and auditing.
  • Collaborate with Data Governance Board to develop, monitor, and enforce data governance policies.
  • Plan and implement data masking solutions to protect sensitive datasets.

Education

  • Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Mathematics or related field.
