HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:
Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. HPD Tech is committed to transform HPD through technology by promoting productivity and eliminating manual processing; shrinking costs and increasing the pace of work. HPD Tech works to improve effectiveness of business processes using core applications for flawless execution.
Your Impact:
As a Project Administrator Specialist for the Division of HPD Tech, you will be expected to apply your expertise to identify patterns and make recommendations on approach, methodogies and policies as it relates to the IT projects and software software management cycle.
Your Role:
As the Project Administrator Specialist, you will coordinate and facilitate among and across HPD Divisions to complete tasks and assignments and must be able to develop and maintain strong relationships with HPD personnel, the vendor community and oversight agencies. You must be able to adapt to a fluid work environment with changing needs and priorities, possess strong analytical, organizational abilities and demonstrate effective, clear, and persuasive oral and written communications skills.
Your Responsibilities:
- Develops IT vendor requests for proposals (RFP) and participates in vendor solicitations, selections and negotiations.
- Oversees, plans, manages and coordinates information technology projects from the initation to completion, including collaborating with the Product Directors and/or Divisions heads to define the scope, identify project risks, obtain signoff on project deliverables.
- Tracks IT vendor and consultant contracts and budgets and reviews vendor financial documentation such as timesheets, invoices to ensure accuracy to meet the City payment prompt payment directives.
- Work closely with Agency Chief Contracting Office, HPD Budget, Fiscal and oversight agencies to ensure that citywide procurement policies are followed in contract processing .
- Provides recommendations to department heads on problems relating to the procurement of good and/or services.
- Manages the software portfolio by ensuring renewals in order to ensure strategic alignment with the organization streamline dependencies, track cost of ownership and report on metrics.
- Enter tracking data into online systems as required.
Preferred Skills
- Exercise independent initiative and judgment involving solicitation decision.
- Knowledge of New York City Procurement Policy Board (PPB) rules and local laws.
- Proficient with the City PASSPort system.
- Knowledge of OTI Technology Requirement Contracts.
- Excellent writing, interpersonal, customer service and presentation skills.
- Knowledge of Microsoft Word, Excel, and Outlook highly preferred.
- Knowledge of FMS and Payee Information Portal.
- Ability to work in a fast-paced work environment.
- Strong organizational skills.
