Program Analyst (Level 1)

Description

Concept Solutions is seeking a Program Analyst (Level 1) to support the FAA E-OSE Program.   E-OSE is a strategic FAA initiative that transforms operational support for the National Airspace System by offering virtualized, secure, and centrally managed infrastructure services. As a hub for hosting FAA programs and systems, E-OSE streamlines how services are deployed and managed across FAA facilities.

The Program Analyst (Level 1) will provide senior-level support in planning, coordination, and execution of FAA infrastructure modernization. Responsibilities include performing research, conducting evaluations, and analyzing data to guide decision-making and future planning. This position supports configuration management, Earned Value Management (EVM), financial oversight, cost estimation, and risk tracking processes. Additional duties include preparing detailed assessments, supporting stakeholder coordination, and participating in analytical briefings that inform program priorities and policy development.  This position is contingent upon contract award. 

Requirements

• 20+ years of relevant program analyst experience
• Bachelor’s degree in any field (a related Master’s degree may substitute for 3 years of experience)
• Demonstrated ability to evaluate federal programs against objectives, milestones, and outcomes using both quantitative and qualitative assessment methods.
• Experience facilitating coordination between internal FAA teams, external partners, and stakeholders to ensure consistent alignment and communication.
• Skilled in managing and maintaining configuration baselines and change control processes using tools such as Git, Jira, or IBM Rational ClearCase.
• Proficient in applying EVM principles to measure project performance, schedule variance, and cost efficiency using tools like MS Project or Primavera.
• Experience preparing independent cost estimates and supporting budget formulation using models such as SEER, PRICE, or agency-defined templates.
• Competence in maintaining risk registers and supporting risk analysis workshops, mitigation planning, and ongoing risk status reporting.
• Familiarity with integrated master scheduling, critical path analysis, and milestone tracking using MS Project or similar tools.
• Ability to create executive-level briefings, reports, and stakeholder presentations tailored to technical and non-technical audiences.
• Understanding of FAA acquisition, cybersecurity, and engineering policies and procedures including orders, directives, and governance structures.
