What You'll Do:
In the Program Manager role, you’ll be responsible for the day-to-day operations, supervision, and performance of the assigned site and supportive services programs to support the mission of Interfaith Community Services. This includes oversight of client services, staff development, contract compliance, community partnerships, and reporting. The Program Manager ensures program goals are achieved and that services are delivered in a high-quality, trauma-informed, and client-centered manner.
This position oversees the Carlsbad Service Center (CSC) and associated programs. Responsible for daily operations, contract compliance, supervision of staff, and performance of work required to support the mission of Interfaith Community Services.
- Supervise assigned site and all program activities and operations, including outreach, enrollment, placement, training, and follow-up for grants to ensure that all contract and projected goals are met across all funding streams.
- Provide direct supervision and leadership to staff, interns, and volunteers; ensure regular supervision, conduct performance evaluations, and support professional development through training and coaching.
- Facilitate regular team meetings to review program performance, share updates, and reinforce compliance and quality service standards.
- Ensure program compliance with funder and agency requirements, including maintain up-to-date client files, documentation, and internal tracking systems.
- Build and maintain strong relationships with community partners, service providers, and local agencies to support client referrals, collaborative efforts, and visibility of the program.
- Participate in agency-wide leadership activities, policy development, and strategic planning initiatives.
- Serve as a liaison to internal departments (Facilities, IT, HR, Development, etc.) to ensure program and site operations run smoothly.
- Provide direct client services as needed, including triage, assessment, crisis intervention, case conferencing, and advocacy.
- Monitor all client databases to ensure accurate, timely, and complete data entry for performance reporting and quality assurance.
- Maintain programmatic and client file compliance and perform quality assurance checks
- Work closely with departments within the agency to best meet the needs of clients
- Ensure timely submission of monthly, quarterly, and annual performance reports and billing documentation in coordination with the agency’s fiscal and administrative teams.
- Assist with grant writing, contract renewals, program design, and other strategic projects in collaboration with the department Director. Assist with site-level budget oversight, including monitoring expenditures, reviewing fiscal reports, and ensuring budget alignment with program activities.
- Monitors all staff job performance, completes evaluations, ensures ongoing staff training and development, and participates in the hiring of staff for the department
- Address client crises and escalated situations with de-escalation support, trauma-informed interventions, and by modeling best practices for staff.
- Oversee and ensure compliance with safety and security protocols, including supporting staff with client de-escalation and other critical incidents.
- Perform additional duties as assigned.

EXPERIENCE / EDUCATION
- Bachelor’s Degree in Social Services or related field; or equivalent combination of education and experience, required
- 1+ years of experience in a supervisory role, required
- Experience in supportive services is required, with a strong background in housing navigation and case management for at-risk populations, including individuals experiencing homelessness, seniors, low-income families, and transition-age youth (TAY).
- Knowledge of the North County San Diego coastal region and its local resources is highly preferred.
- Bilingual proficiency in English and Spanish is highly preferred.
SKILLSETS / ADDITIONAL REQUIREMENTS

- Knowledge of program internal audit procedures, grant writing, and budgeting
- Strong organizational skills with the ability to meet a demanding workload

- Demonstrated experience managing multiple deadlines and working effectively under pressure, using independent judgment to produce quality work under time constraints
- Demonstrated experience working with a collaborative team
- Proficiency in Microsoft Office Suite (Word, Excel, and Outlook) is required, along with experience using program-related databases such as Efforts to Outcomes (ETO), RTFH Clarity (HMIS), and the Community Information Exchange (CIE)/211 San Diego. Familiarity with data entry, reporting, and maintaining client confidentiality within these systems is essential.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS
- Must be able to perform work in an office setting
- May be subjected to adverse conditions, including contact with hostile people

- Exposure to unpleasant and noxious fumes, odors, dust, temperatures, noise and inclement weather
- Must have the physical ability to sit for long periods of time, stand, walk, bend, kneel, and use hands, arms, and legs for dexterity and balance on a frequent basis
- Occasionally lifts, carries, and balances objects weighing up to 30 pounds
- Pulls and pushes such objects as file drawers, computers, and similar office equipment and supplies
- Prioritizes and multi-tasks work and projects requiring good memory, concentration and analytical thinking
- Occasionally is required to perform the safe operation of a vehicle, office equipment and machines, and recognize and abate safety hazards within the workplace
- Must be able to hear, see, including distinction of colors, read and communicate verbally and in writing frequently with a wide range of people from divergent socio-economic backgrounds and origins
- The noise level in the work environment is usually low
Location: Carlsbad-Onsite
Salary: $72,000-$75,000
Hours: Monday-Friday: 7am-4pm.
