Salary: $90,002 - $96,083 Annually

Position Summary:

The EHR manager is responsible for overseeing the implementation, maintenance, and optimization of the Electronic Health Record (EHR) system within the organization. This role ensures that the EHR system meets the clinical and administrative needs of all programs, departments, and users while complying with regulations and industry standards. The EHR Manager collaborates with clinical, IT, Quality Management, and administrative teams to enhance workflows, improve data quality, and support client care. The EHRM is responsible for supervisory functions including supporting, training, and coaching staff to be proficient in the use of the EHR and assuring compliance with all policies, procedures, laws, and regulations. This position provides supervision and support to the Healthcare System Analyst ensuring that all end users are provided with a high standard of customer service, training, and support. The EHRM trains and coaches staff to use the EHR and assures compliance with rules, processes, laws, and regulations. This position supports the IT Director, Quality & Compliance VP, Clinical Staff, and Leadership.

Duties and Responsibilities: (Essential functions include the following duties and responsibilities, core competencies and other characteristics.  The incumbent in this position is required to perform the following duties, which is representative of the level of work appropriate to this position.

  • Project Management: Lead and manage the end-to-end implementation of EHR projects, including planning, execution, monitoring, and closing phases. 
  • Stakeholder Engagement: Collaborate with key stakeholders, including clinical staff, administrative teams, and external vendors, to ensure project alignment with organizational goals and objectives. 
  • Resource Allocation: Coordinate and allocate resources effectively to ensure project milestones are met. This includes managing budgets, and timelines. 
  • Risk Management: Identify potential project risks and develop mitigation strategies to minimize impact. Proactively address issues as they arise. 
  • Change Management: Implement and manage change management processes to ensure smooth adoption and adaptation of new systems and technologies. Communicate effectively with all stakeholders to facilitate transition. 
  • Quality Assurance: Ensure that all project deliverables meet the highest quality standards and comply with regulatory requirements. 
  • Reporting: Provide regular project updates to senior leadership and executive leadership, including status reports, and progress metrics. 
  • Subject Matter Expert: Oversee the daily operation of our EHR system and ensure our team is equipped to use it efficiently. 
  • Build, create, innovate: Design new forms and update existing ones to meet the dynamic needs of our team and clients. 
  • Ensure compliance: Play a crucial role in safeguarding the confidentiality of sensitive information, adhering to HIPAA, Joint Commission and Oregon Administrative Rules (OARs) regulations.  
  • Train and support: Help staff navigate the system, solve issues, and optimize the EHR by providing one-on-one guidance and group training; collaborate with the training team to support and enhance our Relias training platform by assisting with platform management and contributing to the development of training content, ensuring staff have the necessary skills and knowledge to effectively utilize EHR systems. 
  • Lead a team: Supervise an EHR analyst and other team members as assigned, ensuring they’re providing top-tier customer service and technical support to staff across departments and divisions.  
  • Reviews, analyzes, and modifies designated systems including completing configuration, testing, and documentation. 
  • Prepares and completes action plans, determines system improvements, resolves problems, and implements necessary changes as identified. 
  • Collaborates with internal and external stakeholders in support of agency data and reporting goals in alignment with strategic plan and compliance reporting requirements. 
  • Conducts internal audits to ensure demonstrated adherence to policies and regulatory requirements, identify gaps, training opportunities, and process improvements. 
  • Investigates alternative solutions including feasibility using vendor analysis and vendor evaluations 
  • Identifies new opportunities for implementation, optimization, upgrades, and ongoing application support in conjunction with Business Development needs and priorities. 
  • Manages and documents workflow, troubleshooting, and compliance issues with all aspects of the EHR. 
  • Responsible for the revision and/or development of agency forms inside electronic health record. 
  • Ensures electronic health records forms and assessments comply with agency needs and compliance. 
  • Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices   
  • Participate in staff development, in-services, and training related to equity and inclusion in the workplace; model appropriate behaviors; develop, recommend, and implement improvements to business practices with awareness and understanding of the impact in a trauma-informed and culturally diverse organization.

  • EHR Software Proficiency: Extensive knowledge of various EHR systems  
  • Data Management: Strong skills in data entry, data analysis, and data reporting, ensuring accuracy and compliance in health records  
  • Health Informatics: Understanding of health informatics principles and best practices to enhance patient care and data interoperability  
  • Regulatory knowledge: Familiarity with healthcare regulations, such as HIPAA, CMS guidelines, and meaningful use requirements  
  • IT Skills: Proficiency in trouble shooting technical issues, managing system updates, and collaborating with IT teams for system integration  
  • Training and Support: Skills in educating staff on EHR and providing ongoing technical support

Required Position Qualifications: (Minimum qualifications required to be  hired into this position) 

  • Bachelor's degree in Information Technology, Computer Science, Healthcare Administration, Health Information Management, or a related field.  
  • 4+ years of industry experience with Electronic Health Records.  
  • 4+ years of experience analyzing business and user needs delivering system solutions to end users.  
  • 1+ years of experience supervising team members.  
  • Demonstrated experience leading cross-functional teams and managing projects in a healthcare or behavioral health environment.  

Preferred Position Qualifications: (preference may be given to those who hold these qualifications; however, candidates who meet the required position qualifications are encouraged to apply) 

  • Master's degree is preferred in IT, Computer Science, Management Information Systems, Healthcare Administration or related field.  
  • Prior experience with Credible Electronic Health Record.     
  • Demonstrated experience delivering a technology training program.  
  • Certification in Health Informatics (e.g. CHDA, CPHIMS)  

For positions that require driving:

  • Hold a valid drivers’ license. Must be licensed in Oregon or Washington within 30 days of hire  
  • Personal transportation allowing for travel within the greater Portland metropolitan area in a timely manner.   
  • If driving a personal vehicle, you must meet the agency driving requirements.  

Physical demands: While performing the duties of this job, the employee frequently is required to stand, sit, use hands and fingers, reach with arms; talk and hear. Visual abilities include close and distance vision. Occasionally this position requires walking, stooping, bending, and lifting, up to 10 pounds, without assistance.  

Work environment: While performing the duties of this job, the employee is exposed to a noise level of large groups of people. Possible exposure to communicable diseases which can encompass a variety of illnesses and infections, including tuberculosis, Hepatitis A, B, and C, infectious meningitis, and HIV.
