Job Description:

Business Oregon, the state’s economic development agency, is currently hiring a Program Analyst (Program Analyst 2). This is a new position within the Certification Office for Business and Diversity (COBID) department that will focus on administering, researching, and evaluating certification programs and government contracting trends. The role will involve analyzing data to identify patterns and barriers faced by small and disadvantaged businesses while collaborating with various stakeholders to address these challenges and enhance their participation in government contracting.

Note: We value our employees and want to encourage work-life balance and flexibility. This hybrid role offers remote work options, with the expectation of occasional days in the Salem office, as needed to support business operations.

What you will do:

  • Program Administration and Data Analysis. In this position, you will be responsible for assisting in the administration of certification programs by collecting and analyzing data about certified firms and their participation in public contracting. This includes utilizing data from other partners to develop new methods for evaluating and improving certification programs. You will develop new methods for planning and evaluating certification programs, as well as creating tools to generate reports for state agencies, prime contractors, and other stakeholders, identifying barriers that limit the success of small and disadvantaged businesses.

  • Outreach and Marketing Strategy Development. This role involves developing and implementing outreach strategies aimed at increasing awareness and understanding of the COBID certification program. You will create and enhance resources for businesses, such as informational materials, tutorials, and marketing materials in multiple languages, to ensure accessible communication. You will also provide direct outreach and support to businesses operated by historically underserved communities, assisting them in accessing government contracts and connecting with partners who can aid in their growth and success.

  • Program Evaluation and Improvement. You will evaluate studies, analyses, and technical plans to assess the effectiveness of the certification programs, identifying operational strengths and weaknesses. Based on your findings, you will recommend corrective actions to improve program outcomes and increase the value of certification. Additionally, you will develop and refine operational guidelines and procedures for use by state agencies, local jurisdictions, and community organizations.

  • Advisory Group Support.  You will play a key role in supporting the establishment and operation of a new statewide COBID Advisory Group, assisting with the development of its charter, bylaws, and member selection process.

  • Compliance and Regulatory Interpretation. In this position, you will interpret and participate in the development and implementation of program functions in accordance with federal and state regulations.

The ideal candidate will possess a combination of some or all the following skills:

  • Preferred current or prior state experience.

  • Demonstrated experience collecting, deciphering, and analyzing intricate data from multiple sources.

  • Proficient in establishing and preserving cooperative connections with a variety of stakeholders, such as businesses, community organizations, and governmental entities.

  • Demonstrated ability to design and manage programs in alignment with applicable rules, statutes, and policy goals.

  • Experience conducting outreach and provide formal training and education.

What you need to qualify:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for knowledge and skills; and two years’ experience coordinating or administering a program
 

OR


Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

This also sets the stage for future business development. The Certification Office for Business Inclusion and Diversity (COBID) is responsible for the certification of small and disadvantaged businesses interested in government contracting. The primary goal of certification is to level the playing field by providing certified firms with a fair opportunity to compete for government contracts regardless of owner ethnicity, gender, disability, or firm size. COBID works closely with state and local government agencies to improve the utilization of certified firms. COBID also conducts public awareness activities with other agencies and technical assistance providers connecting firms with business resources to assist in sustainability and growth.

The COBID team sits within the Innovation and Business Resources Division. Other teams within the Innovation and Business Resources Division include: the Business Finance team, the Innovation & Entrepreneurship team, and the Economic Equity team.

  • PERS – This is a PERS qualifying position. After a six-month waiting period, eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.  This will mirror the bargained SEIU and AFSCME PERS process.
