OSFM is recruiting for a Regional Mobilization Coordinator (Operations & Policy Analyst 3). This position will serve the Northwest Region of Oregon in the following counties: Clatsop, Columbia, Tillamook, Washington, Multnomah, Yamhill, Clackamas, Lincoln, Polk, and Marion.

As a Regional Mobilization Coordinator (RMC), you will collaborate with fire defense board chiefs to develop, administer, and maintain strategies to improve the Oregon Fire Mutual Aid System (OFMAS). The OFMAS is a system made up of over 300 fire agencies across the state and this position mobilizes and coordinates all-hazard Incident Management Teams (IMTs), structural firefighters, and first responders to respond to emergencies including wildfires, Hazmat incidents, and natural disasters. In this position, you will be responsible for legislative analysis, developing statewide mutual aid agreements, implementing strategies and standards for fire response, and serve as the main point of contact for local fire chiefs and response needs.

  • This is a full-time, permanent position and is represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.

  • This position reports to our Salem office in Oregon but performs work remotely in the Northwest Region of Oregon in the following counties: Clatsop, Columbia, Tillamook, Washington, Multnomah, Yamhill, Clackamas, Lincoln, Polk, and Marion.  

  • This is a PERS Police & Fire qualifying position.

  • The salary listed is the non-PERS qualifying salary range. When the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.

Minimum Qualifications:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR;

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Special Qualifications:

  • Requires a valid drivers’ license with an acceptable driving record.

  • The expectation for this position is that employee will be able to maintain a 45-minute or less response time to the border of their assigned region (Clatsop, Columbia, Tillamook, Washington, Multnomah, Yamhill, Clackamas, Lincoln, Polk, and Marion Counties).

  • Required to meet National Incident Management System (NIMS) and/or National Wildfire Coordinating Group (NWCG) requirements for Liaison Officer (LOFR) position by completing ICS 300/400 courses within 3 years of hire.

Desired Attributes:

  • Experience working for or supporting fire service organizations.

  • The ability to understand and explain the objectives, scope, authority, code of conduct and standards of the Oregon Fire Service Mobilization Plan to other individuals.

  • Familiarity with key elements of fire service mutual aid agreements.

  • Experience building collaborative partnerships and committee engagement.

  • Proficiency in written communication and technical documentation.

  • Experience with planning, coordinating, conducting, managing, directing and participating in fire service training, exercises and drills.

  • Proficient experience communicating professionally and effectively in a digital space using various software applications.
