Minimum Qualifications:
Bachelor’s degree and five years of experience* in health care program administration or fiscal policy management, two of which must have been at the supervisory level.
*Substitutions: four years of specialized experience, or associate degree and two years of specialized experience, may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Preferred Qualifications: Demonstrated significant knowledge of current healthcare program and/or fiscal landscape including a strong working knowledge of identifying the fiscal impact on new and existing projects, programs, and policies. Strong analytical skills, communication skills (written and verbal), organizational skills, project management experience and demonstrated ability to strategically establish short term and long-term timelines to identify and plan for meeting the current and future needs of an aging population.
Duties Description: Under the direction of the Deputy Director for the Office of Aging and Long-Term Care, the Project Coordinator will provide oversight and completion of several cross-division, new and existing projects, and policies being developed through a series of phased initiatives to meet the needs of the growing population of aging and disabled New Yorkers.
Projections indicate that there will be 5.3 million New Yorkers over age 60 by 2030; a projected 51 counties in New York where the population over 60 will be more than 25% of the state’s population by 2030; where 70% of New Yorkers over age 65 are likely to need some form of long-term care services or supports and where 935,000 individuals age 60+ contribute nearly a half a million hours of service at economic value of $13.8 billion dollars on an annual basis. Currently, New York’s total population is over 19 million, and the State ranks fourth in the nation in the number of adults aged 60 and over (4.6 million).
The Project Coordinator will use project management expertise to guide and assist OALTC leadership as required with analyzing program and fiscal impact of new and existing projects, policy, programs and future legislation and regulation impacting the overall health care delivery system. These duties will provide opportunity for the incumbent to engage with the Executive Chamber, Division of Budget and several internal and external stakeholders and will result in the production of valuable memoranda to senior OALTC leadership.
The Project Coordinator will also help manage activities related to the development, implementation, and evaluation of new and existing projects, enacted legislation, regulation, budget actions and; memorializing workforce strategies; serving as point of contact for Center leadership teams throughout, assist with the development and execution of OALTC procurements, grants and contracts and serve as point of contact for agency and legislatively mandated reports required and produced by the various programs within OALTC.
The Project Coordinator will also be responsible to support the Deputy Director for OALTC in overseeing all components of the aging and long-term continuum, including but not limited to, providing orientation on new and existing projects and initiatives, the execution of internal controls and risk management assessments; organizing agendas and actively participating in meetings with internal and external stakeholders, providing guidance and oversight of new OALTC directors and managers, including follow up on priority projects, assignments and workflow requirements; and establishing and monitoring quarterly performance metrics for each of the OALTC Centers in consultation with the Deputy Director.
Additionally, the Project Coordinator will complete other tasks and duties as assigned by the Deputy Commissioner and/or Deputy Director of OALTC.
