Controller

Whatcom Community College welcomes applications for a Fiscal Operations/Controller. The Director for Fiscal Operations/Controller develops and implements policies and procedures for fiscal and financial accounting functions within the college generally and the Business Office specifically. The position has ultimate supervisory responsibility for the Business Office operations, plus institution-wide responsibility for budgeting, accounting, financial reporting, purchasing, cashiering, accounts payable, accounts receivable, grant reporting, federal and state audits and reporting, motor pool, agency assets, and financial data processing.

The Director for Fiscal Operations/Controller reports directly to the Executive Vice President for Business and College Operations. The position serves on various college committees as required and provides direct leadership to the Budget Review Committee.

Responsibilities

  • Oversees daily operations of the Business Office.
  • Plans, organizes, and directs all accounting functions of the College including: general fund accounting, payroll, student financials, financial and budget data control, revenue and expenditure analysis, and other associated functions.
  • Conducts analysis of revenue and expenses by fund, federal and state grants, and other college funds.
  • Trains, guides, supervises, and evaluates performance all Business Office employees in accordance with negotiated agreements, college policy and procedures, department protocols, as well as state and federal guidelines.
  • Manages cash flows, tracks and balances state allocations, monitors fund balances, and plans and coordinates bond investments.
  • Monitors all assets of the institution including capital projects, building, land, equipment, fixtures and inventories.
  • Reviews, creates and verifies for accuracy various reports generated at regular intervals or as needed.
  • Reviews and signs all purchase orders, approving accounts payable payments.
  • Provides leadership and support for the annual budget development process.
  • Oversees the preparation of billings, reviews reconciliations, and monitors reporting for specialized grants and contracts to various outside agencies.
  • Balances and tracks budgets and how they relate to state allocations and other funding sources.
  • Oversees daily, monthly, quarterly and annual preparation and analysis of fiscal reporting in order to make sound financial management decisions and recommendations to college leadership.
  • Ensures internal controls, separation of duties and other measures to prevent and mitigate the likelihood of misappropriation or misuse of institution and state assets.
  • Maintains chart of accounts, budget codes and various other tables within the accounting system.
  • Leads development and preparation of annual financial statements, including statement of net position, statement of revenues, expenses and changes in net position, statement of cash flows, management's discussion and analysis (MD&A), notes to the financial statements, required supplemental information (RSI), and all other reports required to produce and present GASB-compliant financial statements.
  • Serves as primary point of contact and audit lead for all financial statement and accountability audits.
  • Manages year-end financial closing and reporting activities, and coordinates with State Board staff to ensure closing activities are done in a timely and accurate manner.
  • Serves on college committees as needed.
  • Provides guidance and recommendations involving institutional policies and procedures.
  • Ensures compliance with city, county, state and federal ordinances, laws and reporting requirements as stipulated by the State Board for Community and Technical Colleges, WA Department of Revenue, WA Department of Labor, Internal Revenue Service and rules governed by WA state RCWs, WACs, SAAMs and various other code definitions.
  • Performs other duties as needed/required.

Qualifications

Minimum Qualifications:

  • Bachelor's degree from an accredited institution in accounting, finance, business administration or related field.
  • Two (2) or more years of increasing responsibility in governmental or non-profit accounting, business administration, finance, or equivalent experience.
  • Recent supervisory experience.

Preferred Qualifications:

  • Master's degree from an accredited institution in accounting, finance, business administration or related field.
  • Certified Public Accountant (CPA) or CPA candidate.
  • Experience and familiarity with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
  • Professional experience with the Washington Community & Technical College system.
  • Accounting experience in higher education.
  • Experience in the preparation or audit of annual financial statements.
  • Demonstrated experience working with complex automated accounting systems.
  • Three (3) years of experience working in a diverse academic environment, inclusive of varying backgrounds and identities.
  • Experience with grant management and compliance.
  • Three (3) years of demonstrated experience in managing budgets.
  • Ability to use a personal computer, Microsoft Office products and database programs.
  • Excellent verbal, listening, writing, problem-solving and interpersonal communication skills.

Salary:

  • This is a 12-month, full-time, non-represented position with an annual salary based upon a range of $116,000.00-122,000.00 depending upon experience.

Benefit Package:

  • The position comes with a full benefit package, including health, dental, life, long-term disability insurance and a retirement plan.
  • Accrues 8 hours per month of sick leave and 14.67 hours per month vacation leave.

  • Whatcom Community College is a qualified employer for the Public Service Loan Forgiveness program (PSLF). If you work for the College full time, have had Direct Loans and are on an eligible repayment plan, you are eligible to apply.
