Anticipated Salary Range: $28.13 - $33.05

The City of Greeley in compliance with Colorado state law, includes a salary range for all positions posted.  This law is intended to improve wage transparency.  The City of Greeley, in support of wage transparency posts both the full salary range for each position (what you might anticipate your earnings could be if you work for the City of Greeley for some time), as well as the anticipated hiring range (the range within which the City anticipates making an offer).  The actual offer extended will be based on your years of relevant experience, education, certifications and potentially other factors.

Job Summary:

The Asset Analyst is responsible for overseeing all phases of the asset lifecycle across specific asset types, with a focus on centralizing infrastructure data and processes to support capital and operational improvement planning. This role plays a key part in maintaining GIS data standards, leading the intake of contributed capital GIS data, and enhancing visibility for both ongoing and completed construction projects. The Asset Analyst is also empowered to make decisions regarding GIS data in alignment with broader Asset Management goals and CIP planning. Additionally, this position leads the development of Asset Management resources, fostering centralized knowledge sharing across teams to ensure effective asset management, operational efficiency, and data-driven decision making. The Asset Analyst reports to and supports the Asset Manager.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelor’s degree in GIS, Asset Management, Civil Engineering, Data Science, Business Administration, Finance, or a related field.  
  • 2 years of experience in asset management, GIS, capital planning, or data analytics. 
  • Valid Driver’s License 

Preferred

  • 4 years of experience in asset management, GIS, capital planning, or data analytics.
  • One (1) year of experience in GIS mapping or analysis of municipal utility infrastructure. 
  • Knowledge of Microsoft Office programs, ESRI ArcGIS software, spreadsheet analysis with Microsoft Excel, database analysis using SQL Server, ArcGIS, or other database management software, Cityworks, Global positioning system, or other surveying equipment.

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

Knowledge, Skills, and Abilities

  • Knowledge of GIS software, Microsoft Office Programs, Power BI, and asset management tools.
  • Knowledge of asset management principles including lifecycle planning, asset valuation, and long-term maintenance strategies.
  • Excellent organization and attention to detail, demonstrating accuracy and thoroughness.
  • Ability to interpret and present asset data for strategic planning.
  • Ability to explain complex data insights to both technical and non-technical audiences.
  • Ability to operate autonomously while collaborating with diverse departments.
  • Understanding of how assets are managed within utilities, transportation, facilities, or municipal systems.
  • Flexibility and versatility to prioritize and manage projects to completion under multiple, rapidly changing requests. 

Travel

  • Approximately 10% flexible, local travel required.

Essential Functions:

  • Implement asset management policies, processes, and procedures for infrastructure aligned with City goals and objectives and industry best practices.
  • Collaborate with operational staff across the organization to collect, review, analyze, evaluate, and prioritize data to make recommendations to assist in the development of annual maintenance and capital improvement programs for city infrastructure.
  • Implement strategic GIS data management best practices to enhance transparency, visibility, and coordination across teams.
  • Partner with leadership and engineering teams to plan and develop capital or rehabilitation programs across the City's assets, utilizing GIS data for informed decision-making.
  • Using GIS data, evaluate overall asset performance for the City, including analysis and reporting of risk, net present value, and life-cycle costs.
  • Develop asset investment scenarios for long-term investment strategies across a broad range of asset types.
  • Monitor and communicate overall asset performance through analysis and reporting.
  • Ensure asset inspections and audits adhere to industry standards and best practices for GIS data collection and analysis.
  • Provide training to staff as needed to support asset data collection, analysis, and GIS best practices.
  • Facilitate discussions around asset data, GIS integration, and the analysis of asset performance across teams.
  • Oversee asset reporting, ensuring that GIS data is consistently collected, accurately reported, and effectively visualized to support decision-making.
  • Lead the development of maps and visualizations based on asset data and reports to enhance decision-making and asset visibility.
  • Support staff in understanding and addressing questions related to the Asset Management program, particularly in the early stages of implementation.
  • Analyze existing processes and identify opportunities to improve efficiency and effectiveness in asset management practices, with a focus on GIS data management.
  • Work with other City department operational staff to collect, review, analyze, evaluate, and prioritize data to make recommendations to assist in the development of annual maintenance and capital improvement programs for city infrastructure.
  • Performs other duties as assigned.

Work Environment and Physical Requirements:

  • This position involves a combination of office work and fieldwork. Estimated 90% of the time is spent in an office environment, and 10% is spent at field sites or project locations. 
  • A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting. 
  • Exposure to minimal hazards that are typically found in general office environment.
  • Exposure to some field work to view assets and how information is collected.
  • Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, or in environments with moving machinery and equipment. 
  • Noise levels in the field can range from moderate to loud, depending on the project site.

Physical Requirements:

  • Mobility: Ability to sit for extended periods at a desk or workstation, occasional walking or standing, ability to move throughout office location and project sites. 
  • Dexterity: Ability to perform repetitive movements for typing, writing, and operating office equipment. 
  • Strength: Ability to lift or carry objects weighing up to 15 pounds occasionally. 
  • Endurance: Ability to maintain focus and productivity for extended periods while performing job duties. 
  • Flexibility: Infrequent need to perform the following physical activities: bend/stoop/squat, climb stairs, push or pull, reach above shoulders
  • Vision and Hearing: Sufficient visual ability to read printed or digital documents, view computer screens, and perform detail-oriented tasks. Adequate hearing to participate in verbal conversations, virtual, phone, and in person communications.
