APPLICANTS MUST BE PERMANENT IN THE SUPERVISING SPECIAL OFFICER CIVIL SERVICE TITLE

The Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness and assist New Yorkers to transition from shelter into appropriate permanent housing. The newly created Shelter Security Management team is tasked with the important role of establishing and maintaining security in DHS facilities. The Shelter Security Management team will expand on existing strategies to enhance security and better connect New Yorkers experiencing homelessness to services, shelter, and housing by taking a trauma-informed approach to site management and security while simultaneously monitoring the effectiveness of this approach supported by empirical data related to the attainment of overall security goals.

The Department of Homeless Services is seeking to hire one (1) Supervising Special Officer III to function as a Captain within the Shelter Security Management Unit who will:

- Be responsible for the administration and enforcement of the Security Program, which involves the supervision and coordination of Security staff within the designated area.

- Supervise and coordinate the activities of subordinate staff.

- Maintain overall discipline and efficiency of his/her unit.

- Conduct inspections of patrol staff, field locations, and equipment, utilizing appropriate administrative procedures.

- Advise locations Supervising Special Officers and staff on security matters.

- Act as Hearing Officer on minor violations of rules and regulations.

- Supervise the preparations and maintain records and reports.

- Assist subordinates in the handling of serious or unusual incidents.

- Maintain of records and reports. Maintain liaison with operations staff and appropriate law enforcement agencies.

- Evaluate performance and direct the training of subordinates.

- Conduct inspections of patrol staff, field locations, and equipment, utilizing appropriate administrative procedures.

- Direct administrative investigations of intra-agency issues and recommend necessary applicable corrective actions.

- Advise Agency Management on security matters and assist with agency policies and directives.

Special Working Conditions:

Supervising Special Officers will be required to work various shifts including nights, Saturdays, Sundays,
and holidays.
Some of the physical activities performed by Supervising Special Officers and environmental conditions
experienced are working outdoors in all kinds of weather, walking and/or standing in an assigned area
during a tour; driving or sitting in a patrol car during a tour while remaining alert; running after a fleeing
suspect; climbing upstairs; carrying an injured adult with assistance; gripping people to prevent escape.
restraining a suspect by using handcuffs; detecting odors such as those caused by smoke or gas leaks.
engaging in hand-to-hand struggles to subdue a suspect resisting arrest; being physically active for
prolonged periods of time; understanding verbal communication over a radio with background noise.
reading and writing under low light conditions; carrying or wearing heavy equipment and wearing a
bullet-resistant vest.

Qualifications

A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security.

Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.
For Assignment To Assignment Level II:
A. One year of experience as a Supervising Special Officer-Assignment Level I; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity.

For Assignment to Assignment Level III:
A. Two years of experience as a Supervising Special Officer; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security, at least one year of which must have been in a supervisory or administrative capacity.
