Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high quality drinking water, managing wastewater and
stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14
wastewater resource recovery facilities (WRRFs), sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.

Under general direction from the Chief, Division of Program Management, serves as the Chief of the BEDC/NYPA Coordination Section in the Bureau of Wastewater Treatment (BWT). Plans and directs the activities of Area Engineers, which have support staff in various titles and disciplines, in the engineering support of capital construction upgrades of BWT facilities (plant, pump stations, etc.), development of design guidelines, research, testing and evaluation of new equipment and materials. Prioritizes projects and coordinates work with BWT stakeholders, other Bureaus, Agencies and oversights. Represents Division Chief at technical meetings with consulting engineers and other City Bureaus and contractors.

Specific tasks include, but are not limited to the following:
1. Presenting, explaining, and marketing the work unit's activities to high level supervisors in DEP and/or persons or groups outside the agency. Prepares reports summarizing the review of new system upgrades, facility plans, and facility designs, equipment testing results, and other special issues that develop during plant upgrades or other situations.
2. Directs section engineers in review and preparation of recommendations for specialized consultant submissions under the BEDC and NYPA capital programs including: budget allocation, facility plans, BODR, value engineering, environmental impact statements, specifications, design plans and shop drawings for all WRRF upgrades. Oversees engineers acting in capacity of Bureau construction coordinators for BEDC and NYPA's plant and pumping station capital upgrade projects. Attendance of construction and design meetings.
3. Directs, supervises, and trains staff of engineers in the preparation of specifications, drawings, and construction supervision of complex capital and expense projects for BWT's facilities, inspects and coordinates work performed by contractors and processes contract payments. Directs engineers in planning and implementing technically complex pilot programs for research, testing, evaluation and producing technical reports of sophisticated operating equipment and advanced technologies for application in future treatment enhancements in the WRRFs.
4. Manages the coordination of efforts to ensure that upgrade facilities can be maintained by the existing Bureau maintenance programs. Manages the coordination of efforts to ensure that new facilities can be operated by the existing Bureau personnel allotments to ensure that the Bureau is not stretched beyond its personnel resources to operate new equipment or that the Bureau is not required to operate equipment with technical requirements beyond the defined skill level of Bureau personnel. Manages efforts to notify Bureau management that new systems will require resources beyond those described in the previous items. Coordinates the Bureau's efforts to ensure that upgrades address the plant needs based on permit requirements, the DEP Risk Assessment, various design standards such as the 10 State Standards, IEEE, ASME, NFPA, NEC, and other relevant standards.
5. Develops design guidelines for critical unit processes and equipment to ensure a standardized approach at all facilities to the extent possible, as agreed upon with operations and management. Develops design guidelines that incorporate energy efficiency concepts into infrastructure design, equipment sizing and control strategies. Maintains current, accurate and complete design guidelines for centralized filing and posting to Sharepoint. Attends periodic meetings with other engineering and operating managers to review effectiveness and efficiency of current design guidelines and applies lessons learned to future designs and constructions. Maintains knowledge base of lessons learned with the managerial jurisdiction and shares the knowledge base of lessons learned with other managers and engineers at periodic meetings. Collaborates with other engineering and operating managers to develop appropriate design criteria and/or guidelines as appropriate.
6. Demonstrates knowledge of and support for EEO standards and procedures.
7. Promote a workplace free from safety hazards, and ensure that employees adhere to, and comply with, environmental, health and safety (“EH&S”) laws, rules and regulations, and the policies, standards and procedures outlined in the DEP.

Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
