Job Description

CANDIDATES MUST BE PERMANENT IN THE CIVIL SERVICE TITLE OF CLERICAL ASSOCIATE

The Office of Child Support Services (OCSS) puts children first by helping both parents provide for the economic and social well-being, health, and stability of their children. OCSS serves parents and guardians, regardless of income and immigration status. The program helps tens of thousands of children every year by bringing more income into the home. OCSS collects more than $700 million a year on their behalf.

The DSS Court Services (DSS CS) division is responsible for processing cases received from the OCSS Borough Offices and Enforcement division on behalf of families in receipt of Cash Assistance and Medical Assistance. DSS CS works in conjunction with the DSS Office of Legal Affairs (OLA) and NYS Office of Court Administration (OCA) to file child support petitions in pursuit of establishment/modification of support and establishment of paternity, calendar hearings with the NYC Family Courts and process post-hearing actions on those cases.

Under supervision of the DSS Court Services Site Supervisors with latitude for independent judgment, the Clerical Associate IVs are responsible for the day-to-day clerical activities of the DSS Court Services Offices which include tasks of varying complexity such as summons processing, mailroom, calendar processing, court petitions, court services, adjournment and post court hearing processing functions. The Court Services Supervisors provide direct supervision to clerical staff who are responsible for filing petitions and scheduling hearings for DSS cases, processing summons services, subpoena requests, preparing case post court hearing decisions and other difficult and multiple clerical tasks.

The Office of Child Support Services (OCSS) is recruiting one (1) Clerical Associate IV to function as a Unit Supervisor who will:

- Supervise, distribute and monitor clerical staffs’ work assignments to ensure that the daily workload is processed effectively and within permitted timeframes. Review work to assess staffs’ performance and identify deficient areas. Ensure that assigned area(s) have sufficient coverage at all times.

- Monitor time and leave of clerical staff; provide employee development and training on agency policy and practices and inform staff of new procedures; evaluate and rate staffs’ job performance and provide feedback. Ensure adherence to agency policy and procedure and direct staff towards established goals and objectives

- Monitor staffs’ processing of work assignments, which includes scheduling court hearings and generating petitions/summonses utilizing the Unified Court Management System (UCMS).

- Access, research and reconciles summons service documents to ensure service documents are available for the court hearing.

- Collect, review and reconcile line staff daily productivity reports and complete weekly statistical reports by summarizing tallies and other accumulated data; prepare and update logs to keep control on all cases assigned and completed.

- Utilize database and application systems, such as the Automated State Support Enforcement & Tracking System (ASSETS), the Welfare Management System (WMS) and Universal Case Management System (UCMS) etc., for the purpose of retrieving case information and assisting line staff with thorough searches.

- Conduct daily assessments on new and outstanding requests to minimize the opportunity to incur backlogs and account for the work completed. Review outstanding request so that the work can be prioritized or reassigned as appropriate.

- Assist other work units as needed and participate in special projects.

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
