JOB TITLE: Program Supervisor        

REPORTS TO: Program Director and Assistant Program Director

 

Position Summary


The Program Supervisor is responsible for the overall program planning and development of the RHD Allegheny Mobile Services Team, a mobile psychiatric rehabilitation program support service for people who have a mental health diagnosis living in the community. The Program Supervisor ensures compliance with programmatic licensing, credentialing standards, and quality assurance. The Program Supervisor supervises a team of 7 Psychiatric Rehabilitation staff and assists in their professional development. Along with meeting and providing support to participants in the program. The Supervisor is responsible for building and maintaining external relationships with participants, stakeholders, and funders. Essential Duties and Functions


Administrative Duties

In conjunction with the Program Director and to increasingly understand the integrated processes that will hold the duties together to ensure a comprehensive team approach to completion of duties, tasks and programmatic requirements.

  • Oversee and maintain all documentation as required by credentialing and licensing regulations.
  • Ensure the creation and implementation of systems to support the community-based work.
  • Ensures that there is clinical congruence between service delivery and sound clinical, psychiatric rehabilitation and recovery model considerations.
  • Maintain open lines of communication with coworkers to ensure continuity of care and consistency of site operations and individual program plans.
  • Engage and maintain communication with Division leadership on an ongoing and as-needed basis.
  • Orientation and training of RHD staff as necessary. Support management team with documentation around supervision to include progressive discipline as warranted. 
  • Manage conflict dynamics and challenges that would have a negative impact on participants served, employees, external entities, and RHD.
  • Critically and accurately, oversee ongoing and timely billing processes for services to the funder.
  • Ensure that services rendered are compliant and of outstanding quality.
  • Ensure coverage for staff on PTO and participants who need services.
  • Complete all other assigned tasks as designated by the Program Director and Assistant Director.

Qualifications


Education

  • A master’s degree in social work, psychology or related field or; 
  • A bachelor’s degree and at least five years’ work experience in direct mental health services.
  • Previous supervisory experience.
  • CPRP certification or

               *60 hours of psychiatric rehabilitation training or

               *Two years of work experience in psychiatric rehabilitation 

               *CPRP certification will be required within the first year of hire.


Knowledge/Skills

  • Psychiatric Rehabilitation regulations.
  • Possess excellent verbal and written communication skills.
  • Demonstrate effective interpersonal skills with staff, participants, and family members.
  • Demonstrate excellent problem-solving and conflict-resolution skills.
  • Demonstrate good organizational and time-management skills.
  • Demonstrate skills using Microsoft Office software and database management, as well as using the Internet as a resource.
  • Able to support and implement RHD and unit values and beliefs.
  • Able to engage employees and participants in effective, therapeutic and recovery-oriented interactions.
  • Possess a thorough understanding of Psych Rehab Core Values and Principles and the requirements and expectations of Allegheny County OBH and Community Care Program Standards.
  • Willing to travel as necessary.
  • Advocate with people in recovery to assist them with obtaining successfully independent living.
  • Assist with the development of goal plans, skills training; maintain regular communication with case managers, community partners and CBH liaisons.
  • Support people in recovery in the community.

Working conditions

RHD Allegheny is a mobile program. The Supervisor will be required to meet with participants and team members in the field to provide supervision, service delivery or for quality assurance purposes. This may include the need to use public transportation and walking to locations in both warm and cold weather conditions throughout the year.

Additional Special Working Conditions:   Working with individuals who have significant mental health, drug and alcohol, and behavioral challenges.


Physical requirements

The Supervisor will need to be able to be mobile to travel to participant apartments and have physical capability to do this. Walking and the ability to carry a laptop or other mobile devices, books, binders or other work items may be needed while traveling in the community. 


Lifting Requirements

  • Sedentary:   exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or move objects (including self). Most work involves sitting majority of the time.
  • Light:   exerting up to 20 pounds of force frequently, and/or negligible amount of force constantly to move objects. The use of arm and/or leg control requires force greater than sedentary, but worker still sits majority of time.
  • Medium:   exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds constantly to move objects.
  • Heavy:   exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.   
  • Very Heavy:   exerting over 100 pounds of force occasionally, and/or move 50 pounds of force constantly to move objects.

 Additional Requirements:   


Hours of work are typically 9am-5pm, Monday through Friday. However, the Program Supervisor must be flexible and available to work nights and weekends when necessary or asked to do so. There is an expectation that the Program Supervisor may be contacted for urgent and emergent situations.


  

Reporting Relationships

The Program Supervisor is supervised by the Program Director or the Assistant Director. The Supervisor directly supervises a team of 7 Psychiatric Rehabilitation staff.
