Role Responsibilities

Implement and execute CFCC Governance responsibilities for Asia region, including:

Strategy

  • Assist in developing appropriate CFCC policies and procedures to and for approval by relevant stakeholders.
  • Provide advice to relevant stakeholders on compliance with Group standards relating to CFCC.
  • Assume proactive, independent and objective engagement in problem-solving and crisis management over critical issues that have an impact on SCB’s business / operations in the Region.
  • Assist to ensure that key changes (to laws, rules, regulations) are communicated and cascaded in region, in coordination with group communications.
  • Assist in regulatory reform across the Region, including ensuring identification and escalation of regulatory reform proposals and participation in local internal regulatory relationship and reform/consultative forums and memberships of local external industry forums.
  • Provide advice to relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practices and policies related to CFCC wherever appropriate.
  • Strive to assist in developing regulatory relationships across the Region through working with the local CEO offices and respective Heads of CFCC in Asia, to ensure effective regulatory relationship plans and protocols are in place.
  • Support in-country CFCC Governance team in the Region in ensuring proactive regulatory engagement across the Region.
  • Through Group Regulatory Liaison provide timely and transparent notifications to relevant regulators as required.
  • Review and analyze governance / management reports and MI to gain a full view of the compliance and conduct and FCC risks to the organization and provide advice and recommendations to the Regional Head, CFCC, Asia.
  • Prepare ad-hoc compliance and conduct reports / presentations for governance and management committees including the Asia Management Team, the Asia Risk Committee, and the Asia CFCC Functional Operational Risk Forum (“Asia FORF”) with supporting CFCC risk MI as appropriate.

Business

  • Assist to drive the conduct risk management agenda in 2LOD ensuring countries in the Region and formulate and implement action plans in accordance with Group requirements.
  • Provide oversight of / support implementation of country CFCC Implementation of ERMF, keep countries in the Region abreast of changes in framework / policy / procedure and ensure they understand what is required of CFCC.
  • Assist in Implementation of ERMF by CFCC teams in countries in the Region.
  • Manage CFCC MI monitoring and reporting and assist the Asia regional team to understand key compliance and conduct risks in the Region.
  • Manage One Point system in accordance with Group requirements, and periodically check on quality of data inputted by countries in the Region
  • Provide regional oversight / implementation of data governance initiatives in countries in Region covering client confidentiality, data privacy and document retention management.
  • Support regulatory risk reporting policy / framework attending meetings of the related reporting forum as appropriate.
  • Support global / regional projects as required.
  • Provide strategic support to significant audits and reviews in the Region.
  • Manage / support consultation of new Group / regional policies and frameworks.
  • Attend regional meetings e.g. Asia FORFs.
  • Perform / support ad hoc regional reviews.
  • Execute and implement functional best practices around regulatory inspections.
  • Assist to drive Group / Regional efficiency and effectiveness programs in the Region.

Processes

  • Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.
  • The responsibilities referred to in this JD include Conduct, Compliance, and Financial Crime (including Fraud) risks, and associated risk-sub types under the Bank’s ERMF.

  • Assist to stimulate an environment where forward planning, prioritization, deadline management and streamlined workflows and collaborative, inclusive yet effective and efficient work practices are the norm.
  • Assist to coordinate / deliver training to staff members to ensure ongoing compliance awareness and knowledge.

Risk Management

  • Understand technical aspects of systems relevant to CFCC and support with the alignment of relevant systems and controls.
  • Provide advice on the application of risk management frameworks (e.g. ORF, GRA).
  • Make recommendations to (and / or implement) relevant stakeholders on possible risk management responses to identified risks and / or findings of concerns from investigations.
  • In the event of serious regulatory breaches, or where risk tolerances have been breached, assist to ensure senior management and relevant regulators are informed and that actions are taken quickly to improve, remediate and / or activities are ceased.
  • Support delivery of annual Global CFCC related risk assessment processes.
  • Assist to ensure proactive and timely identification, assessment, advice and dissemination in accordance with the respective Group framework of evolving regulatory changes / practices and associated risks in and relating to the Region.
  • Support the review and analysis of the client base to identify and manage high risk clients, or specific country reviews.

Governance

  • Attend relevant team meetings.
  • Stay connected with GIA and CFCC Assurance units as appropriate.
  • Track significant issues arising from CFCC metrics, CFCC Assurance activities, Audit reviews and regulatory inspections. Assist in validation of issue closure where necessary.
  • Assist in defining metrics and / or key risk indicators (KRI) including those relevant to AML, Sanctions, ABC and Fraud.
  • Analyze and interpret data to produce reports that help the bank identify and manage emerging areas of risk / vulnerability and thus drive remediation action within the FCC function.

Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Set example in the Regional CFCC Governance team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Effective Operation of Financial Markets; Financial Crime Prevention; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
