Mission of Role/Position Summary:

The Environmental and Debris Management Coordinator will lead and support both environmental compliance and debris operations within disaster recovery projects. This role requires a strong understanding of environmental regulations, permitting processes, and FEMA guidelines to effectively manage debris collection, reduction, disposal, and recycling activities. The Coordinator will work closely with local governments, contractors, and other stakeholders to ensure smooth project execution, compliance, and safety.

Tasks, Duties, and Responsibilities:

    • Assist with environmental permitting and contract compliance related to debris operations.
    • Support contractors and municipalities with Cultural and Archaeological Resource permitting and contract compliance.
    • Aid in wetland jurisdictional determinations, state land records, and any additional environmental resource permitting requirements.
    • Coordinate and oversee all aspects of debris collection, reduction, disposal, and recycling operations.
    • Collaborate with local governments, contractors, and stakeholders to facilitate efficient and compliant debris management efforts.
    • Ensure accurate documentation, cost tracking, and reporting to support FEMA reimbursement.
    • Conduct safety briefings, monitor work zones for compliance, and manage on-site activities to ensure safety and quality standards.
    • Provide regular project updates and status reports to management and stakeholders as required.

 

Knowledge, Skills, and Abilities:

    • Familiarity with state and local environmental permitting processes.
    • Experience coordinating with cultural and environmental resource agencies.
    • Strong attention to detail, problem-solving abilities, and adaptability.

Expected Hours of Work:

Schedule may vary. Work on evenings and weekends may be required as long 6-7 days per week up to 12 hour shifts. Dependability and punctuality are paramount.

Travel Requirements:

  • Up to 100% travel is expected for this position.
  • Must be willing to travel and deploy to client sites for extended periods of time.

Physical Demands:

  • Mobility required on-site with clients.
  • Sitting or standing for hours at a time.
  • Ability to work at a computer for extended periods of time if needed.
  • Ability to lift up to 30 lbs. repetitively throughout the day and as needed.

Working Environment:

  • Emergency management consultants may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.
  • Work may be on-site with clients ex: EOC, hospital, debris sites or local government buildings.
  • This position may involve deployment to disaster-affected areas with challenging environmental conditions and extended work hours. Applicants should be prepared for exposure to adverse weather conditions and a physically demanding work environment.

Experience/Education Required:

  • A bachelor's degree in environmental science, Public Administration or a related field is required. Years of experience may substitute for the education requirement on a year for year basis, in addition to the minimum requirements.
  • At least one year of project management experience.
  • Minimum Two years experience working with FEMA Public Assistance regulations.
  • Proven experience and Proficiency in Microsoft Office Suite.
  • Minimum of 3-5 years of experience in disaster debris management, including FEMA-funded project experience. Knowledge of state and federal environmental permitting required.

Experience/Education Preferred:

  • FEMA IS-632 and IS-634 certifications preferred
  • 5+ years experience working with FEMA PA regulations
  • 5+ years experience with disaster debris management and FEMA-funded project experience.

Additional Qualifications:

  • Must be 18 years of age or older.
  • Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
  • Must pass company and any applicable client background check and reference check upon offer of employment.
