The American Immigration Council works to strengthen America by shaping how America thinks about and acts towards immigrants and immigration and by working toward a more fair and just immigration system that opens its doors to those in need of protection and unleashes the energy and skills that immigrants bring. The Council brings together individuals adept at solving problems and employs four coordinated approaches to advance change—litigation, research, legislative and administrative advocacy, and communications. 


About the Immigration Justice Campaign. . . 

The Immigration Justice Campaign’s mission is to increase free legal services for immigrants navigating our complicated immigration system and leverage the voices and experiences of those most directly impacted by our country’s immigration policies to inform legal and advocacy strategies.  


About the Project. . . 

This project will involve the creation of an asynchronous, online training course for attorneys to equip them to effectively represent clients in their immigration legal cases, with a focus on LGBTQ+ clients, clients in detention, and other especially vulnerable immigrant groups. The training course will contain several modules for different types of cases and competencies, and will feature assessments enabling the IJC team to track each volunteer’s completion of various modules. The course will be publicly available via our website. The chosen approach to developing the project will enable the IJC team to update and create modules in-house beyond the life of the project. 

Requirements

  • Experience designing, developing, and implementing online training courses, preferably in the legal or HR fields
  • Experience developing assessments to gauge effectiveness of online training courses
  • Experience creating and/or procuring creative content to enhance online training courses
  • Experience working cross-culturally 
  • Experience conducting user testing and implementing findings   

Additional Requirements:

  • The software solution chosen should be one that allows the IJC team to make changes and additions to the modules on an ongoing basis beyond the life of the contract, as well as to develop and implement new modules as needed
  • The software should be accessible for people with disabilities

Key Functions of this Contract Role Include:

  • Recommend and oversee the implementation of a software solution to provide training courses
  • Gather necessary information from the IJC team to inform the content development
  • Write and create a series of interactive, asynchronous online training modules on topics including:

-Asylum, Withholding, and CAT

-Bond and Parole

-Practicing in Immigration Court

-Asylum Cases for LGBTQ+ Individuals

-Working with Clients in Detention

-Interpretation and Translation

-Requirements for Immigration Justice Campaign volunteers

  • Develop and incorporate quizzes to assess comprehension and competence
  • Build in tracking mechanisms to monitor completion rates and measure knowledge retention through post-training assessments
  • Conduct user testing to gather feedback and make necessary adjustments to ensure the final product is effective, accessible, and user-friendly

Monitoring, Evaluation and Reporting Requirements:

  • The contractor will attend weekly project tracking meetings with designated member(s) of the IJC team, along with ad hoc meetings as determined by project needs
  • The contractor will submit monthly itemized invoices
  • The contractor will contribute project information as needed to meet grant reporting requirements

Project Duration:

Dates: May 1, 2025 – October 31, 2025


Important Note:

Contractor shall provide consulting services to the Immigration Justice Campaign of the American Immigration Council. All work performed under this Agreement is “work for hire.” The consultant will not receive any other compensation and is not eligible for any benefits that the Council offers its employees. This contract is not an offer of employment with the Council.

For consideration, qualified applicants are to submit a proposal including: 

1. Cover letter and resume

2. Breakdown of costs, including:

i. Contractor fees

ii. One-time costs for any goods and services not included in the contractor fees (such as software or creative services)

iii. Ongoing costs for any goods and services that would extend beyond the life of the contract

3. Answers to the following:

i. Please detail the software solution you propose to use and why you are recommending it.

ii. How will your solution incorporate assessments and enable the IJC staff to track completions/competencies of volunteers? 

iii. Please describe your vision of an online training course meeting our requirements; for example, what types of creative content would you look to include? How would the assessments work? Etc. 

iv. How would you approach user testing?

v. Please provide a proposed high-level timeline fitting within the contract dates provided above.

vi. How will you ensure that the online training course will be accessible for people with disabilities?

vii. Please respond to the list of “Required Experience” above.
