Apply today for immediate consideration!Primary RoleReporting to the Capital Program Manager, responsible for supporting the development and implementation of governance, policy, procedures, and reporting related to financial management and performance of the capital investment program.Key Accountabilities• Participate in the development and implementation of control procedures in alignment with capital program policies and practices and communicate requirements to Operating Unit engineering project managers and other applicable resources.• Ensure that all stages of the capital investment program are effectively implemented so that overall strategic capital expenditure plans and individual capital projects and programs are properly appraised, prioritized, approved and implemented to achieve optimal business benefits and outputs.• Develop and implement quality assurance and program protocols to ensure compliance with capital program policies and procedures.• Participate in developing and implementing best practice for capital program management to derive maximum value for the Operating Unit’s expended capital.• Complete status and budget information for key management reports, including monthly budget report, annual and quarterly forecasts, and other capital related business plan reporting.• Monitor, track, and report on capital related and engineering functional KPIs.• Take lead role in the preparation for and documentation of monthly Capital Program Management Committee (CPM) meetings.• Challenge and assist the engineering team in developing cost-effective solutions to meet customer and technical requirements and encourage best practice and innovation throughout all operational areas.Knowledge/Skills• Advanced knowledge of project and program management.• Core professional competence in asset planning, engineering delivery or operations area.• Business acumen and judgment.• Knowledge of environmental regulations, legislative developments, new technologies, engineering design, planning, delivery, and/or operations related to water and/or wastewater systems.• Knowledge of company procedures, policies, and operations.• Strong financial and budget knowledge. Tracking and measuring progress, providing feedback and making adjustments as necessary.• Strong project management skills (e.g., planning, organizing, coordination); ability to work independently on complex projects of large scope; strong quantitative and analytical skills; attention to detail.• Strong verbal and written communications skills (e.g., report writing, listening, and presentation); strong interpersonal skills (e.g.; tact/diplomacy, persuasion, team building, cooperation, leadership, ability to motivate others).• Computer literacy. Competent in the use of word processing including SAP, Power Plant, Coupa, spreadsheet, flow-charting, MS project and enterprise resource planning (ERP) systems.• Financial analysis skills, including budget management and accounting knowledge.• In addition, accounts payable and master service agreements.Certifications and Licenses• Active state driver's license required with the ability to pass a motor vehicle report.Experience/Education• Bachelor's Degree (strongly preferred) in business, accounting, finance, or engineering (preferably water and/or wastewater related).• 3 years’ experience in water and/or wastewater utility engineering, operations, project management, or financial, accounting fields.Travel Requirements• 5-10% within respective Operating Unit(s).• Occasional travel outside of respective Operating Unit(s).Work Environment• Primarily office with very occasional overnight trips.
