Analyst - Community Development

Summary

Under general direction, is responsible for researching and analyzing applications for infrastructure improvement projects, public service, and community improvement projects; monitors project compliance with established legal and HUD guidelines; reviews contractor payroll records; processes contractor payments and funding applications; monitors project budgets; and performs related duties as required. Flexibility to achieve performance excellence in a telework arrangement.

Duties and Responsibilities

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Monitors Community Development Block Grant (CDBG) and HOME project development, construction and payment records, and public service programs to ensure compliance with Federal regulations
  • Conducts interviews with contractors and contract employees on construction sites and at agency locations regarding payroll issues to ensure payment according to government guidelines and legislation
  • Compiles statistics and writes forecasting plans and performance reports for the Comprehensive Affordability Strategy, Emergency Shelter Grant and Home Partnership Projects
  • Prepares application analysis information for CDBG and HOME eligible projects funded by Commissioners Court
  • Drafts agreements, requests for proposals, contracts and project documents for review by the District Attorney's Office and approval by Commissioners Court
  • Attends meetings with architects, public service agency director, contractors, engineers and County officials
  • Processes all contractor payments, Housing and Urban Development (HUD) forms and funding applications
  • Monitors project operating and capital budgets
  • Participates in public information workshops, hearings and door-to-door canvassing regarding program eligibility
  • Performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree, and two (2) years' experience in project management including but not limited to construction and/or the provision of public services by community based or non-profit social services agencies and/or an equivalent combination of education and experience
  • Good knowledge of project and program administration including the review and evaluation of construction invoices, requests for payment/reimbursement and project awards/budgets
  • Skill in communicating effectively, both verbally and in writing
  • Ability to organize and report information; ability to communicate effectively with hostile, abusive or irrational individuals; ability to operate personal computer, typewriter and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations and the general public
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Must have a valid driver's license
  • May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
  • Working conditions are in an office / telework environment
  • Occasionally moves items weighing up to 10 pounds
  • Occasionally move about the office/ telework office
  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
  • Constantly operates a computer and other office productivity machinery
    Positions self to perform essential functions of the job in an office / telework environment
  • Must be able to remain in a stationary position
  • Flexibility to achieve performance excellence in a telework arrangement
  • Maintains County-issued equipment, software, data and supplies
