The award-winning San José Public Library (SJPL) team includes more than 500 employees, a 21% bilingual workforce, and has 24 branch libraries across San José, in addition to the Dr. Martin Luther King, Jr. Library, which is the city’s main library jointly operated through a unique partnership with San José State University. Analyst I/II – Library Department, Employment/Personnel

The San Jose Public Library is currently recruiting for an Analyst I/II for the Library’s Personnel Unit. The Personnel Unit consists of enthusiastic and dedicated individuals, including a Senior Analyst, two Analysts (Learning and Development and Employment/Personnel), a Staff Specialist and a Library Clerk. Together, the Personnel Unit is responsible for all human resources related function for the San Jose Public Library Department. This position’s main role is to lead the Library’s recruitments and hiring efforts, and to support for various human resources related duties as needed. This position reports to the Personnel Unit Senior Analyst and is located in the Dr. Martin Luther King, Jr. Library. This is an exciting opportunity for an individual with a passion for human resources, recruiting, and dedication to public service.
Key Responsibilities:

    • Conduct recruitments and fill vacancies in a timely and efficient manner, while ensuring recruitment processes are followed
    • Assist hiring managers in drafting/editing job descriptions, identifying job competencies, developing screening and interview questions, creating recruitment timelines, and developing and implementing marketing strategies
    • Create job posting, screen applications for qualifications, coordinate interviews, conduct interview panel orientations and debriefs
    • Conduct reference checks, make salary recommendations for offers, and prepare offer letters
    • Respond to inquiries relative to application or interview outcome
    • Coordinate high volume and multi-hire recruitments
    • Track and report out on the status of recruitments and other relevant hiring data, such as vacancy rate
    • Coordinate and process temporary staffing memos and requests
    • Support the Personnel Unit in other human resources functions including workforce development, class and comp, position management, performance management, workers’ compensation, leave of absences, disability/return to work, and safety as needed
    • The successful candidate should possess a solution-driven approach to problem solving, excellent project management skills, the ability to provide exceptional customer service in a fast-paced environment.

The salary range for Analyst I is approximately $80,676.96- $98,083.44 annually. The salary range for Analyst II is approximately $88,058.88-107,016.00. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Qualifications


Education and Experience:

Analyst I - A Bachelor's Degree from an accredited college or university.

Analyst II - A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

Employment Eligibility: Federal law requires all employees to provide verification of their eligibility to work in this country. Please be informed that the City of San José will not prepare or file a labor condition application with the Department of Labor.

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

Teamwork & Interpersonal Skills - demonstrates a positive attitude and flexibility along with the ability to develop effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.

Communication Skills - communicates and listens effectively orally and in writing and responds in a timely, effective, positive, and respectful manner; written reports and correspondence are accurate, complete, current; well organized, legible, concise, neat, and in proper grammatical form.

Selection Process

The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Job Specific Questions. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process may consist of one or more interviews.
