Temecula Valley Employer is looking for a Payroll Manager who has experience in both union and non-union employees as well as years in practice adhering to construction industry standards and regulatory requirements. This role is fully onsite and supervisory, or management experience is a must.The Payroll Manager is responsible for implementing, maintaining, and reviewing payroll processing and accounting systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.The Payroll Manager will be responsible to ensure accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates as well as prepare and maintain accurate records and reports of payroll transactions.In this role you will address payroll-related inquiries from employees regarding pay discrepancies, deductions, and taxes in a timely and professional manner as well as ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices.The Payroll Manager will ensure compliance with collective bargaining agreements (CBAs) and union regulations regarding wages, benefits, and reporting requirements.For non-union compliance the Payroll Manger must stay updated with federal, state, and local laws to ensure compliance with payroll tax regulations, including deductions, withholdings, and reporting. In this role you must conduct regular audits to ensure payroll accuracy and compliance with internal policies and external regulations as well as prepare and submit payroll reports as required.The Payroll Manager will be responsible to Identify and recommend updates to payroll accounting software, systems, and procedures as needed or deemed necessary.As the Payroll Manager will coordinate with HR to manage employee benefits deductions and ensure accurate reporting on payroll as well as work closely with human resources, finance, and operations teams to ensure seamless payroll operations and resolve any payroll-related issues. The Payroll Manager maybe required to perform other duties as assigned by Controller or Assistant Controller.Required Skills/Abilities:Extensive knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes in a multistate capacity. This role is high paced and requires excellent organizational skills and attention to detail. Construction payroll experience required as well as DIR and Certified Payroll knowledge, experience with a strong understanding of Prevailing wage / Union requirements.
