Description

Under general direction, to assist certified appraisal personnel in collecting, assembling, and processing classification and property identification data to perform cost estimates for tax appraisal purposes, for both real and personal property.

Please Note: The in-person written exam for this recruitment is tentatively scheduled on Friday, July 7th, 2023.

Typical Tasks

  • Collects real and/or personal property data for all real and personal property classifications;
  • Recognizes and documents distinguishing characteristics of real and/or personal property necessary for the appraisal of such property; researches, interprets, documents, and evaluates information necessary for appraisal estimates such as construction, condition, quality, and physical characteristics of a property; Utilizes applicable cost tables and information to develop cost estimates for real and/or personal property;
  • For real property, draws plat maps to scale, color coding levels, pavements, and improvements;
  • Explains appraisal policies and procedures to builders, contractors, real estate brokers or agents, property owners and the general public;
  • Prepares appraisal sheets from map sheets, blue books, price guides, property statements, or other sources;
  • Searches applicable information sources to determine delivered prices;
  • Takes photographs of property;
  • May be assigned as a Disaster Service Worker, as required;
  • Performs related duties as assigned.

Employment Standards

Sufficient training and experience to demonstrate the ability to perform the above tasks and the attainment of the following knowledge and abilities:

Training and Experience Note: The knowledge and abilities required to perform this function are acquired through training and experience equivalent to 60 semester units of college, including coursework in mathematics.

Possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County Driver's permit.

Knowledge of:

  • Record keeping principles and procedures;
  • Basic mathematical calculations;
  • Principles of customer service, telephone, office, and online etiquette;
  • Common office computer applications.
Ability to:
  • Interpret cost manuals or other related publications and software to perform cost approaches;
  • Learn basic drafting techniques;
  • Interpret and apply verbal and written instructions;
  • Establish and maintain effective working relationships with management, subordinates, and the public;
  • Prepare correspondence and reports;
  • Effectively utilize spreadsheet, word processing, and email software in the performance of typical tasks;
  • Effectively organize activities and prioritize to meet deadlines;
  • Perform field work to capture physical characteristics and/or retrieve building plans;
  • Interpret building plans and related documents;
  • Understand and properly apply relevant tax laws and government codes relating to the appraisal of property;
  • Clearly communicate policies, procedures, and work methodology to the public.
  • Learn policies, procedures, and laws relative to processing appraisal, assessment, and exemption records and files;
  • Learn fundamental research methods and techniques including data collection;
  • Learn policies, procedures, and statutory requirements of the Assessment Appeals Process;
  • Learn methods and terminology used in the process of title searching and/or registered ownership records in the examination of land, property, titles and descriptions;
  • Learn Assessor's specialized software processes, source documents, data files, and data processing control procedures.
