Manages and actively participates in the development, implementation, and ongoing maintenance of an enterprise-wide purchasing and procurement system designed to improve efficiencies, decrease costs, ensure service delivery timeliness, and promote functional effectiveness. Assists the director in the overall supervision and management of the functions and staff of the Department of Materials
Management to include, but not limited to the functional areas of Purchasing, Storeroom, Linen Room, Shipping and Receiving.

Strong analytical skills and the ability to make informed decisions based on comprehensive research and/or factual information
Ability to communicate effectively and courteously with individuals of diverse backgrounds both internal and external to the organization to relay information, develop a strong and responsive purchasing operation; and promote departmental operations within the university community
Ability to assist in developing and supervising effective staff training to include delegating and checking work, coaching and counseling employees, preparing or revising job descriptions, etc.
Ability to initiate and maintain effective and professional relationships with suppliers, actual and potential
Bachelor's degree and two years of directly related, progressively responsible managerial experience to include one year of systems implementation experience
OR
High School Diploma/Equivalent and 8 years of directly related, progressively responsible managerial experience and one year of systems implementation experience
Experience having worked in an educational institution; preferably, in higher education
Experience implementing and/or working with enterprise-wide purchasing systems; specifically, SciQuest
Solid understanding of federal funding and procurement requirements, as well as experience having worked with grant accounts, federal funding agencies, and experience having generated and submitted timely federal funding reports
Experience having participated in a federal audit
