The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. The staff at the UCPath Center work in a variety of areas including business operations, customer service, quality management, technology, training, human resources and communications. Position Summary

Reporting directly to the Director of Production, the incumbent is responsible for managing the general operations of Workforce Administration (HR), Benefits and Payroll in a shared services environment.

Establishes operational goals, objectives, work plans and delegates assignments through subordinate managers that align with the University of California's mission. Responsible for managing, preparing, administering, and directing resources in these three work streams of the Production department: Payroll, Benefits, and Workforce Administration. Monitors and analyzes the current areas of Production to ensure effectiveness and working out a strategy for improving when necessary. Reviews and makes recommendations to the Director for programs and projects. Individual is involved in developing, modifying, and executing organizational practices and policies that affect immediate operations and may also have organization wide effect. Implement initiatives in the workstreams that contribute to long-term operational excellence.

Administers services typically including all or most of the following functions: HR, Benefits and Payroll; UCPath Center processes human resources, benefits, and payroll transactions that will produce payrolls for over 200,000 employees. Acquires deep expertise on human resources, benefits and payroll subject matters. Involved administrative or operational matters and ensures achievement of objectives that have department-wide impact and organization-wide impact. May maintain production departmental budget.

Serve as a key administrative officer for UCPath Center's operations, oversees analysis and policy and procedure development for issues and processes within the Production department. Develops, analyzes, modifies, and executes organizational policies, procedures and practices which affect and impact the immediate operation(s). Serves as a subject matter expert on Production's practices for the UCPath Center.

Supervision and development of staff which includes Payroll Managers, Workforce Administration Manager, and Benefits Manager.


Experience

  • Experience administering operations in a large scale shared services environmen
  • Through knowledge of payroll, employee benefits and human resources

Preferred Qualifications
  • Experience in higher education desired
  • Knowledge of PeopleSoft desired
  • Excellent interpersonal skills to effectively lead, motivate and influence others and develop and maintain high standards of customer service

Education
Required Qualifications
  • Bachelor's degree in related area and / or equivalent experience / training
  • Master's degree strongly preferred

Licenses and Certifications
Preferred Qualifications
  • CPP, CEBS, PHR, or SHRM-CP certification preferred

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

ADDITIONAL INFORMATION

This position will work a hybrid schedule which includes a combination of working both onsite at the UCPath Center in Riverside and remote in California.
