ASSISTANT VICE PRESIDENT – INVESTIGATIONS SPECIALIST (JOB NUMBER: GRO000402)


Business Overview:

BNP Paribas (“BNPP”) Management is committed to ensuring compliance with Sanctions regulations within BNPP Group globally. In this context, BNPP Group Compliance has established a permanent department within the U.S. called Group Financial Security U.S. (“GFS U.S.”). The objectives of this unit include:

  • Having responsibility for BNPP Group framework for compliance with U.S. sanctions.
  • Drafting regulatory and BNPP Group policy updates for U.S. sanctions, in conjunction with BNPP Legal.
  • Issuing sanctions policies and procedures applicable across BNPP Group.
  • Advising on U.S. sanctions compliance across BNPP Group.
  • Acting as the ultimate level of management for U.S. sanctions screening alerts on transactions and static data.
  • Acting as the sponsor of BNPP Group tools used to screen transactions and static data against sanctions lists.
  • Conducting risk assessments of BNPP entities through a permanent risk oversight framework.
  • Performing on-site controls within BNPP Group entities to verify compliance with BNPP Group sanctions policies and procedures.

The OFAC Alerts Investigations (“OAI”) team serves as the Group’s Subject Matter Experts (“SME”’s) concerning U.S. economic sanctions. The team provides guidance to Group entities regarding U.S. economic sanctions issues and is the Group’s single point of contact with the U.S. Department of the Treasury’s Office of Foreign Assets Control (“OFAC”). All OAI team members are expected to have the ability to perform all team functions as necessary, although the team is functionally divided into two parts:

Responsibilities:

The Investigations Specialist contributes to the key responsibilities of the OAI team. This is an exciting opportunity for the right candidate to join a Group-wide function in a highly visible position. The OAI Investigations Specialist reports directly to the OAI Investigations Team lead.

The Investigations Specialist has primary responsibility, under the supervision of the OAI Investigations Team lead, for day-to-day work on:

  • Investigations related to:
    • Apparent violations of OFAC sanctions regulations
  • In consultation with senior members of the OAI team, drafting of filings with OFAC, including
    • Voluntary Self Disclosure (“VSD”) submissions to OFAC;
    • OFAC license applications, renewals, and associated reports;
    • Responses to OFAC requests for information (subpoenas and informal requests); and
  • Presentation of completed investigations in the VSD Committee;
  • Implementation of and responses to OFAC Interdiction Requests;
  • Monitoring of the Investigations Team’s general mailbox to ensure VSD and other referrals are properly logged and/or addressed.
  • Updating the OAI case management systems with VSD referrals and generation of metrics on OAI team activities from those databases for review by GFS U.S. senior management and others;
  • Updating of information related to OFAC specific licenses, including expiration dates and special reporting due dates, in OAI case management systems, and monitoring and submission of license applications and special reports to OFAC.
  • Updating of internal desk procedures related to the above areas of responsibility.

In addition, the Investigations Specialist assists senior OAI team members in:

  • Providing expert guidance on OFAC sanctions transactional issues and inquiries raised by Group businesses, operations, and Compliance personnel globally;
  • Other matters under the OAI’s team responsibility (such as disposition of alerts in the escalation tools; sanctions list management issues, sanctions notices, desk procedures, etc.);
  • Acting as an OFAC subject matter expert, participating in the delivery of training programs and providing guidance and feedback on OFAC sanctions issues in sanctions-related documents (internal procedures, training decks, guidance documents, etc.).

The expected starting salary range for this position in New York is between $117,000 to $130,000 annually. The actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.

Minimum Required Qualifications

  • Undergraduate degree, finance or business related majors.
  • 2 - 3 years’ experience in a banking environment.
    • 1 - 2 + years’ experience in Sanctions Compliance or Sanctions Investigations.
  • Knowledge of:
    • National and international payment systems.
    • US-Sanctions regime and operational impacts.
  • Knowledge of banking products and services.
  • Strong computer skills and analytical and investigative skills.
  • Flexibility to adapt to a new and changing environment.
  • Strong verbal and written communication skills and a high level of detail orientation and organization.
  • Ability to work well with others in a fast-paced environment.

Preferred Qualifications;

  • Graduate degree a plus.
  • Knowledge of BNP Paribas Group activities and organization a plus.
  • French language skills a plus.
