ASSOCIATE SPECIALIST - SPECIALIST

Who We Are:

The Electronic Group of Purchasing procures hardware, software, electronic components, and instrumentation etc. to support the institute and its clients (government and commercial).

Objectives of this Role:
  • Solicitates, negotiates, awards, documents and administrates purchase orders to SwRI vendors to support SwRI Overhead or SwRI (Government and Commercial) projects, in accordance with SwRI General Terms and Conditions.
  • Conducts market research and cost/price analysis to ensure the best source and a fair and reasonable price.
  • Keep projects on schedule by appropriately sourcing items and expediting them accordingly.
  • Maintain positive working relationships with vendors and end users by effective communication.
  • Resolves issues as they occur and perform other duties as necessary in accordance with SwRI Purchasing Policies and Procedures, accounting policies, FAR/DFARS and other federal regulations, Desktop guides and on the job training.
Daily and Monthly Responsibilities:
  • Review purchase requisitions for accuracy and completeness including proper charge number and approval, quality assurance, CUI requirements etc
  • Send out requests for proposal as necessary, adhering to SwRI business practices and Desktop guides.
  • Perform supplier sourcing as needed. Create new vendors and maintain vendor contact information.
  • Expedite orders to ensure on time delivery.
  • Receives, reviews, and analyzes vendor proposals.
  • Work with suppliers to obtain necessary support documentation to show fair and reasonable pricing; and Discuss quality assurance requirements with the vendor.
  • Negotiate terms and conditions, pricing and delivery.
Requirements:
  • Requires a Bachelors or a Masters in Business or other related degree
  • 0-5 years: Experience negotiating and awarding purchase orders, and effectively communicating with suppliers
  • Comfortable with using personal computer to do market research and proficient in MS Office, especially Word and Adobe
  • Strong interpersonal and communication skills
  • Must have a high level of motivation, attention to detail, multi-tasking, and energetic approach to job duties
  • A valid/clear driver's license is required
Special Requirements:

Must be a U.S. person (i.e., U.S. citizen, non-U.S. citizen national, lawful permanent resident, asylee, or refugee) due to ITAR work in section.
