POSITION PURPOSE
This is a unique opportunity for a proven executive to partner with Santa Clara University's (SCU) senior leadership team to provide the highest quality (clean, safe, secure, functional, attractive, and cost effective) physical environment within resource constraints for the University community to carry out its educational mission. The role provides executive-level strategic leadership to SCU's Division of University Operations, which is the central organization responsible for the effective and efficient delivery of all functions within operations including, but not limited to environmental health/safety, facilities operations, planning and projects, as well as sustainability initiatives for the entire SCU campus. In addition to managing the day-to-day activities of this important function, the AVP, University Operations will direct the long-term facilities planning and maintenance, and ensure the safety of all students, employees, and visitors for almost three million square feet under roof. The AVP, University Operations plays a key role in Facility Master Planning which is critical to the implementation of the University'sStrategic Plan. There are 4 Senior Directors reporting to this position with an overall headcount of approximately 100 individuals, (including roughly 60 union members). Additionally, indirect headcount includes a workforce of roughly 40 contracted Custodians and 30 part-time student workers plus the work of multiple service contractors.
ESSENTIAL DUTIES & RESPONSIBILITIES
The essential duties of the role include oversight of the following areas:
Facilities Maintenance and Operations
Capital Building Project Planning, Design and Construction
Cultural Resource Management
Environmental Health and Safety and COVID Operations
Center for Sustainability and Energy Management
Business and Support Services
Emergency Management
SPECIFIC DUTIES
Facilities Maintenance and Operations
Provide leadership and technical expertise for issues relating to building and utilities maintenance, repair and operations.
Oversee and direct the facility services functions for the University including major utility distribution and custodial. .
Provide leadership and technical expertise in long range or other major landscape planning or maintenance initiatives.
Oversee management of University vehicle fleet maintenance and repair.
Implement a Facilities Infrastructure Condition Assessment program to report on deferred maintenance risk and prioritize future capital investment.
Capital Building Project Planning, Design and Construction
Provide leadership in all long-range Master Planning issues as they relate to facilities and/or campus safety to include occupancy and space management. .
Develop and direct the University's Five-Year Capital Improvement Program, as well as the Capital Renewal Program.
Oversee all major facility and utility projects across their lifecycle.
Function as internal consultant to University officers in developing requirements and specifications for all major architectural and facilities planning and construction projects.
Maintain contact with appropriate City of Santa Clara staff, agencies, commissions and committees involved with approval, permitting and inspections of campus facilities including engineering, building, planning and fire departments.
Provide leadership on implementation of federal regulations including the Americans with Disabilities Act (ADA) construction and building accommodation requirements and Cal-OSHA and Fed- OSHA Industrial Safety orders.
Oversee Cultural Resource Management protecting the archaeological resources on the grounds of the university and artifacts collected to the degree required by law
Ensure proper respect for and documentation of human remains discovered during the construction process
Maintain the database and artifacts recovered during the excavation process for use by others in follow on research
Environmental Health & Safety and Sustainability
Ensure a safe working environment that complies with regulatory guidance
Establish and maintain a comprehensive training program to promulgate a safe working environment.
Ensure the University's installed fire protection and security systems meet legal requirements.
Maintain compliance with mandated COVID requirements and implement better practices for mitigation.
Lead operationalization and implementation of SCU's long-range strategic sustainability plan.
Implement environmental sustainability programs to meet approved university goals.
Lead development of operational sustainability initiatives, such as the Climate Action Plan and Energy Master Plan, which support and expand SCU operations toward sustainability and advance the campus's reputation as a national leader.
Other Duties
Oversee the implementation and documentation of the University plans, historic facilities records and archives.
Serve on University committees as appropriate and necessary.
Interact and maintain an effective working relationship with union representatives.
Participate in and/or lead emergency operations activities..
Provide leadership for various university support services like mailroom, shipping & receiving, events support, etc.
KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of all facets of major facilities planning, construction and maintenance operations including HVAC, electrical, and utility systems utilizing computerized equipment.
Track record of managing multi-million dollar capital projects on time and within budget to clients' satisfaction.
Demonstrated working knowledge of city, state and federal regulations relating to building design maintenance and construction.
Proven Interpersonal skills and ability to manage and direct a large workforce, particularly in a diverse multicultural environment is paramount. .
Understanding and appreciation for the vision and values upon which Santa Clara University was founded and by which it strives to operate.
Ability to support the mission and goals of the University.
Commitment to institutional and societal sustainability with a working knowledge of sustainability issues, standards, and energy efficiency best practices.

EDUCATION AND EXPERIENCE
Bachelor's degree required in a related field; a Master's degree preferred.
15+ years of demonstrated success in senior level facilities management of a complex organization, with an emphasis on quality service, responsiveness and a proactive approach to continuous improvement.
