Barbaricum is seeking a Data Analystics Expert to support a Marine Corps customer in its development with subject matter and technical expertise to assist in supporting all functions of the program in its development, execution, and supervision of plans, polices, programs, and practices that deliver, control, protect, and enhance the value of data, information, and analytic assets throughout their lifecycles.
This requirement includes supporting the development and sustainment of an environment used for data management, facilitate requirements development, and data systems integration to improve maintenance, sustainment, and processes across the logistics chain.
Responsibilities- Identify and analyze data from a variety of information sources.
- Assess all pertinent sources of information for applicable metrics. Design, build, and maintain queries such as Depot Data and Process Improvement.
- Support any/all parallel, mandated initiatives.
- Provide data analysis and advice on Enterprise-level investment decisions to the Government.
- Provide gap and capability analysis on the Marine Corps’ Logistics data systems.
- Respond to questions or requests for information (RFI) within (2) hours when Government categorizes request as urgent and within (1) business day when government categorizes request as routine.
- Develop and maintain up to 100 dashboards and reports per year in support of all major analytic efforts.
- Provide administrative support of all Microsoft 365 services, e.g., SharePoint, Teams, Power BI, Power Automate, Power Apps, etc.
- Develop a data strategy and define lines of effort such as documented campaign plans and associated detailed plans, milestones, and major enabling events and actions. Deliverables from this strategic planning include the following: Data Management Charter – containing overall vision, business case, goals, guiding principles, measures of success, critical success factors, recognized risk, operating model, etc. Scope Statement – containing goals and objectives with 3-year horizon and the roles, organizations, and individual leaders accountable for achieving these objectives. Implementation Road Map– identifying specific programs, projects, task assignments, and delivery milestones.
- Assist the Government in planning and preparing for, facilitating, and executing meetings and other forums, documenting the results of each session as requested.
- Provide subject matter expertise on enhancing maintenance and supply matters; organizing, planning, and facilitating working groups on maintenance and supply topics and issues; documenting plans, concepts of operations, and assessment plans; analyzing equipment provision, sustainment, fielding, and accountability, identifying issues and providing recommendations to mitigate associated risks; analyzing logistics infrastructure capability, capacity, and preparedness and document the findings and recommendations; and analyzing the status of USMC logistics infrastructure and documenting the findings and recommendations.
- Perform technical analysis to develop recommendations and guidance documents necessary to address National, DoD, and Marine Corps logistics chain requirements. Support will include updating and revising Marine Corps logistics chain and data management program policy guidance.
- Outline, write, review, and edit Marine Corps Orders and other correspondence.
- Develop strategies on courses of action for implementing Marine Corps Logistics data, information, and analytics program strategies, policies, and requirements.
- Provide input and advice on draft Marine Corps Logistics Chain program policy guidance for review upon the Project Manager's guidance, produce final drafts of Marine Corps Logistics Chain program policy guidance for decision.
- Research and develop specific maintenance and sustainment topic areas for the logistics chain program to address and gain visibility throughout the Marine Corps, concerning the implementation of the logistics chain program.
- Produce draft pamphlets, brochures, or other documents for publication and distribution and final analysis on courses of action for implementing Marine Corps Logistics Chain program strategies, policies, and requirements.
- Organize, plan, and facilitate working groups on logistics policy and doctrine.
- Draft policy and doctrine documents for coordination and review.
- Provide support and analysis on total life cycle management activities for Military Equipment, Secondary Items, Operating Material & Supplies (OM&S). Analysis and support will include, but is not limited to, project modeling, mapping of the business process, IT procedures and programs, lead modernization activities, perform assessments to identify opportunities to add efficiency to processes and applications that result in enhancing customer service and support to internal and external customers.
- Complete Software Development Life Cycle/Business Capabilities Assessment Analysis that will result in the identification of gaps that may exist. Contractor shall use DoD mandates and policies when performing assessment identifying gaps in the business and the related systems, provide expert general business consulting, problem identification, assessment, and analysis.
- Analyze processes with a functional understanding of logistics problems and present solutions as they relate to the current and future business environment.
- Develop and provide strategies and modeling process flows to support process improvements.
- Document and submit proposed courses of action with pros and cons for each proposal and provide recommended solutions.
- Provide subject matter expertise (SME) to consult with the staff to plan, develop and implement concepts and strategies in support of strategic business initiatives relating to Commanding General’s priorities.
- Conduct studies, including trade studies and AoAs, reports, assessments, and analyses, based on emerging requirements, to inform one or more elements of the mission, including transformation under Force Design.
- Research, develop, and test state-of-the-art techniques to enrich, extend, and automate analytic capabilities, including the use of machine learning to process large quantities of unstructured data (e.g., deep learning and convolutional neural networks), machine vision, and deep knowledge association. Conduct basic and applied research.
- Develop a study plan, including questions to be answered within the study, initial perspective on format and contents for the final study report, analytical methodologies to be pursued, data required for the studies and expected data sources, subject matter experts, and other stakeholder interactions required.
- Collect, analyze, and visualize data to inform the study and study plan, including internal data (e.g., inventory data) and external data (e.g., benchmark reports, third-party studies, and market or economic analyses).
- Facilitate engagement (e.g., one-on-one interviews, focus groups, and surveys) with subject matter experts and other relevant stakeholders.
- Update the study plan to serve as an outline for the final special study report, including outlining the contents of the final report, high-level results, and key findings.
- Develop the final study report in a Government-specified format and separate briefing materials for multiple internal and external audiences.
- Develop capabilities that inform modeling, simulation, and analysis of operations, and information systems/applications. Develop methods to explore new systems, procedures, threats, and operational environments safely and covertly through the use of physics-based and Model-Based Systems Engineering (MBSE).
- Create an M&S software development plan and test plan, develop and test M&S software prototypes.
- Survey best practices to advance the state-of-the-art in areas necessary for modeling and simulating large-scale and multi-scale systems.
- Coordinate with and participate in relevant organizations related to standards, best practices, and sharing of knowledge to ensure that the work performed is complementary and not redundant in areas related to modeling, simulation, and analysis, including Military Utility Assessments (MUAs), special studies, and cost analyses.
- Conduct assessments of legacy models and simulations. Develop approaches for practical reuse of the assets through techniques like reverse engineering (IAW with all data and intellectual property rights), conceptual model development, data modeling, and ontological development.
- Analyze current problems and scenarios (provided by government) and identify use cases of wargaming for assessing novel approaches used by the enemy, discovering new and better ways to defend infrastructure, conducting offensive operations, and testing alternative ways of achieving strategic objectives.
- Research and assess new techniques for wargaming engines that incorporate varying levels of fidelity, artificial intelligence, and content generation for missing data or information. Create processes and techniques to quickly create Live, Virtual, and Constructive (LVC) environments to conduct analysis, acquisition, test, and training of future operational environments.
- Develop virtual and immersive worlds with venues for decision makers to experience multiple options in simulated, realistic operational, and multi-domain environments.
Qualifications- Bachelors’s degree in operations research and Analysis Field or similar field
- 10+ years USMC logistics experience in data/data analytics
- Mastery in DAX, R, Java, GAWK, Windows script writing and other programming language used to collect, organize, analyze, and share data to support business intelligence requirements utilizing Power BI to develop dashboards and reports
- Secret Clearance Required
