Senior Communications Specialist (Bilingual)

Bixal has an exciting opportunity to join our team as a Bilingual Senior Communications Specialist and help accelerate digital transformation for federal and international clients as they work to reach the Spanish-speaking/Hispanic community. You will be part of a cross-functional team applying human-centered innovation and effective communication strategies to improve engagement. In this role, you will manage human-centered outreach and marketing activities and conduct stakeholder engagement across government, state and local entities, and non-partisan groups to ensure that benefits-related digital content for all USA.Gov outreach channels is accurate and features relevant information to the Spanish-speaking/Hispanic community. You will develop overarching engagement strategies and a range of supporting materials, including website content, social media posts, editorial calendars, and more. You will work with a team to continuously improve efforts to drive engagement and growth across communications platforms. 


Employment is contingent upon award and candidate eligibility, including successfully demonstrating the qualifications listed below.


This role may be based remotely from anywhere in the U.S., excluding its territories. Staff must be available during regular core operating hours, 8:00 AM to 5:00 PM ET, Monday through Friday, except for federal holidays. Bixal and our client must approve any schedule modifications to the core operating hours in advance.


Because this position requires a Public Trust clearance, US Citizenship is required. 


All Roles at Bixal will:
  • Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.    
  • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works. 


Responsibilities
  • Create and manage outreach strategies in collaboration with a broader outreach team; partner with UX and content strategy teams to develop an understanding of user needs; this position reports to the project manager and a practice area manager. 
  • Develop content (includes creating, editing and publishing relevant content based on stated objectives) across web, digital and social platforms to support outreach strategies tailored to identified audiences.  
  • Ensure content used in outreach channels is accurate and features relevant information to the Spanish-speaking/Hispanic community.
  • Conduct user research and client engagement efforts to understand diverse user needs.
  • Review and interpret data from engagement efforts and apply learnings in strategic decisions and practical implementation.
  • Conduct outreach campaigns targeting the public, agency partners, media and internal stakeholders.
  • Leverage analytics tools and platforms to measure the effectiveness of campaigns and use the metrics to recommend improvements.
  • Develop and execute social media strategies as part of overall outreach efforts.


Requirements
  • Bachelor’s degree, plus at least five years of relevant experience.  
  • Must have bilingual proficiency in Spanish and English and strong speaking, reading, writing and editing skills in both languages.  
  • Experience in public relations, media and marketing in Spanish-speaking/Hispanic communities.  
  • Demonstrated understanding of the make-up and needs of Spanish-speakers/Hispanics in the United States, including common cultural values and information consumption patterns. 
  • Proven stakeholder communication skills – ability to communicate effectively with a wide range of audiences. 
  • Demonstrated organizational skills with the ability to manage multiple content calendars.  
  • Experience with developing and implementing digital outreach strategies and using data and feedback loops to make recommendations or improvements. 
  • Experience with using SEO and data analytics tools to gather and interpret user data. 
  • Knowledge of best practices for social media engagement in Spanish-speaking/Hispanic communities.  
  • Demonstrated experience with digital content creation writing principles and organization for readability and assistive technology. 
  • Creative-thinker and problem-solver interested in participating in brainstorming sessions and improving best practices.

$85,000 - $95,000 a year
