In recruiting for team members, we welcome the unique contributions that you can bring to us and the work we do.The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Vital Records Registration Branch, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.The Research and Analytics Branch (RAB) supports the California Department of Public Health’s (CDPH) mission, “To optimize the health and wellbeing of the people of California.” RAB is integral to this mission by collecting data for birth, death, and fetal death vital events, developing data products related to vital events, and creating and delivering custom data files to end users of these data.Free Parking in Natomas!Job Description And DutiesIncumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by performing as the lead data strategist for the Research and Analytics Branch (RAB), identifying and integrating new datasets that can be leveraged through CDPH’s product capabilities.The Research Scientist III (Epidemiology/Biostatistics) (RS III) will work closely with other CHSI branches and epidemiologists across CDPH to strategize and execute the development of data systems and products.The RS III will analyze data for patterns, and with a clear objective in mind, implements analytical models by collaborating with other CHSI branches, Information Technology Services Division (ITSD), and vendors, such as, software developers and machine learning engineers. Provides guidance to analysts and technicians in the analyses, processing, organization, standardization, and interoperability of vital records and syndromic data.The RS III will represent the Center for Health Statistics and Informatics (CHSI) and RAB at data meetings and conferences involved in collecting, maintaining, analyzing, and standardizing vital events and syndromic data in California and nationally.The incumbent works under the general direction of the Research Data Manager, Chief of RAB.Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:• Excellent written and verbal communication skills.• Strong data standardization, data quality, and data analytics background.• Strong quantitative and qualitative research skills.• Experience in project management, scientific research methodology, and computer programming languages; e.g., SAS, Python, R, SQL.Supplemental Questionnaire (SQ) InstructionsInterested candidates should submit a Supplemental Questionnaire (SQ). All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions.
