Together, we are building a better world, so we can all enjoy living in it.It's More Than a Job, It's a CareerWe are seeking a California Regulatory Affairs Manager to advocate for Caterpillar’s interests on a variety of issues before state governmental entities. The position represents the company with business, industry, and trade groups in shaping and influencing public policy. The manager has responsibility for specific Western states, focusing primarily on California. The complexity of state laws and potential impact on individual Caterpillar business units as well as the enterprise requires an on-scene company advocate in state capitals.Legislative and regulatory issues can have a positive or negative impact on the company to the magnitude of tens of millions of dollars. Incumbent is charged with affecting the legislative and regulatory outcome in a way to minimize damage/maximize benefit to the company.The audiences this position must appeal to include members of state legislative bodies and their staff, administration officials and respective staff, key agencies that regulate our products and services, other major corporations, and trade associations. In every sense, the position encompasses “selling” Caterpillar to key policymakers. Incumbent interacts with the highest-level State policymakers. Therefore, incumbent must at all times maintain Caterpillar’s reputation for honesty, integrity and excellence.The position manages the completion of its own work assignments and coordinates activities with the business unit client group and the US State & Americas Director. Typical internal customers include contacts in a number of Caterpillar worldwide operations, largely dependent on the issues within the manager’s portfolio. The position's primary customers are internal; its primary daily contacts are external. Roughly one-third of the incumbent’s time is meeting with external contacts; one-third is meeting with internal customers and one-third is researching legislative and regulatory issues or addressing administrative responsibilities. All activities are related to advancing the company’s legislative and regulatory agenda. The incumbent establishes and then monitors general policies and guidelines for projects under his/her control to ensure specific management goals are met and desired results are achieved.What You Will Do• Establish working relationships with respective business units to identify specific policy concerns as they relate to business objectives• Represent business unit/enterprise interests before policymakers and regulators including the CA Air Resources Board and the CA Energy Commission, and be lead advocate for same• Provide advice and counsel to senior management, including the Executive Office, on high priority issues within the issue region of states• Represent Caterpillar’s interests in coalitions, associations, etc., leveraging same in support of company priorities• Provide first line of defense against problematic policy initiatives that may negatively impact the company• Identify emerging legislative/regulatory issues/policy trends which could affect corporate objectives• Develop long-term relationships and enlist the support of key governmental leaders and staff in pursuit of corporate objectives• Provide advice and counsel to the US State & Americas Sr. Director on political campaigns and elections, particularly in regard to any company (PAC) support or involvement• Guide business units through grant funding qualifications and approval processes.What You Have• Governmental Affairs Management: Expert knowledge of public policy at the state level and understanding of state legislative and regulatory process• Government Affairs Development Issues and Practices: Significant governmental job-related experience involving government affairs processes, practices, issues and considerations; ability to advise managers and implement programs in all areas.• Risk Management: Knowledge of processes, tools and techniques for assessing and controlling an organization's exposure to risks of various kinds; ability to apply knowledge of risk management appropriately to diverse situations• Effective Communications: Successfully communicate business unit/enterprise interests before policymakers and regulators including the CA Air Resources Board and the CA Energy Commission• Relationship Management: Knowledge of relationship management techniques; ability to establish and maintain healthy working relationships with clients, vendors, and peers• Legislative Analysis: Knowledge of methods used in handling legislative issues; ability to use tools, techniques, and approaches to analyze and comply with legislation from the government, as it applies to the organization.Education: Bachelor’s degree in Political Science, Business, Communications, English, History or a Juris Doctor and/or equivalent experienceAdditional Info• The primary location for this position is Sacramento, California• Domestic relocation assistance is available for those who qualify• Sponsorship is not available• International and Domestic travel and willingness to work evenings is requiredWhat You Will Get• Our goal at Caterpillar is for you to have a rewarding career.
