Chief Human Resources Officer

Organizational Overview


BNL is seeking a Chief Human Resources Officer (CHRO) to build and expand on current HR capabilities while driving strong employee-focused engagement and culture. The ideal candidate will be an enterprise-wide, collaborative, and strategic leader. This person will enable a leadership culture that supports a high functioning, progressive HR department responsible for the services, programs, systems and processes that BNL staff need to achieve the BNL’s Science mission. The individual will carry the employee cultural mantle for an organization that highly values innovation, discovery, and scientific excellence.

The CHRO position is based in Upton, New York, 60 miles east of New York City in Suffolk County. BNL has approximately 2,800 employees and is growing. Position Description


As part of BNL’s executive leadership team reporting directly to the Laboratory Director, the CHRO partners with executive leaders in creating and driving the Lab-wide people strategy as well as operations and resource planning for optimizing organizational effectiveness and performance. This position coordinates closely with DOE representatives (both at the local DOE Site Office and at DOE Headquarters), managing expectations and communicating information to DOE and BNL stakeholders, including accountability to the Brookhaven Science Associates Board of Directors and the Compensation Committee, with a goal of building a highly efficient and effective workforce.

The CHRO is responsible for a deeply skilled Human Resources Leadership Team comprised of Centers of Excellence of more than 90 staff including Talent Management, Compensation, Benefits, Casualty and Risk Management, Absence Management, Labor Relations, Immigration, Human Capital Management Systems, Guest, User & Visitors Center, Occupational Medicine Clinic, and deployed Senior Human Resource Business Partners.

Provides strong and effective leadership as the Laboratory’s principal human resources enterprise by leading a high-performing, service-focused HR team. Serves as a full partner and advisor to the Laboratory Director, the executive leadership team, and research directors to provide strategic guidance on all organizational and human capital issues. Develops plans that align business and scientific initiatives with sound human resources programs.

  • Maintains a successful track record of contractual measures, deliverables, and notable results in human resources as a government contractor.

Strategy & Vision Responsibilities

  • Develops and implements HR strategies that align with BNL’s overall mission and vision.
  • Drives innovative best practices and policies that service the full range of BNL’s people strategy and helps build and sustain a high-performing equitable and inclusive culture of learning, accountability, transparency and collaboration.
  • Provides strategic guidance on HR initiatives, analytics and reporting, talent reviews, training, change management, organizational design, diversity and inclusion, and safeguarding prevention-related efforts.
  • Partners with BNL’s Chief Diversity Officer to support a shared mission of inclusion and diversity.
  • Provides extensive expertise in the application of HR principles, concepts, theories, and practices, as well as comprehensive project leadership skills.
  • Works closely with the entire BSA Leadership Team, assuring that HR considerations are integrated into Lab-wide strategic planning efforts.

Employee Experience and Potential

  • Provides resources and tools for leadership to assess and plan performance and potential.
  • Drives the employee experience, supporting organizational design and workforce analytics for decision making and implementing a framework for the full talent lifecycle.
  • Designs and evaluates career paths, overseeing all HR functions and crafting strategies that meet the Laboratory’s business goals.
  • Demonstrates progressive management values and standards, supporting the development of and providing a sense of shared direction and purpose for HR staff.

Position Requirements


Required Knowledge, Skills, and Abilities:

  • Bachelor’s Degree in Human Resources, Human Resources Management, Organizational Development, Change Management, or related field.
  • Requires senior-level HR operational experience with the proven ability to serve as a partner and advisor to senior management and ability to lead a highly competent and effective HR function.
  • Excited and attracted to an organization that is experiencing growth.
  • Proven success in creating, negotiating, and implementing highly effective and efficient systems, strategies, and capable of managing complex compensation and benefits programs.
  • Demonstrated experience leading a substantive and successful organizational change initiative.
  • Demonstrated ability to thrive and lead in an environment that values creativity, collaboration, innovation, intellectual curiosity, and a passion for scientific discovery.
  • Experience in identifying, recruiting, and developing talent is necessary.
  • Proven leadership and/or ability to manage Labor Relations including union negotiations, collective bargaining of union contracts, and solving a wide range of labor relations issues.
  • Must be an advocate of cross-laboratory entrepreneurial thinking and the mentoring of high-potential leaders within the organization.
  • Superb communication skills, both in writing and orally, with a broad range of constituencies is required.
  • Strong interpersonal and relationship skills.
  • Ability to work effectively in a complex and highly nuanced organizational structure is necessary.
  • 15-plus years of experience in Human Resources with the ability of building, leading, and inspiring a mid-sized multi-disciplinary HR team with a high regard for results-driven values
  • Includes five-plus years of experience as a member, or high degree of interaction, with an executive leadership team; ability to advise and coach senior leaders.
  • Outstanding written, speaking, and presentation skills.
  • Superior judgment, conflict resolution, negotiating and creative thinking skills to solve complicated people and organizational issues.
  • Demonstrated project management and facilitation skills in an environment with multiple, constant and competing priorities and deadlines.
  • A high degree of personal integrity, ethics, and emotional intelligence.

Preferred Knowledge, Skills, and Abilities:

  • A graduate degree in appropriate field is strongly preferred.
  • Experience working in a scientific, government, laboratory, or academic setting is a plus
  • Previous experience with a federal contractor.
  • Previous Director/CHRO experience at a similar-sized or larger employer.

  • Ability to travel is essential.
  • Ability to obtain and maintain a security clearance.
