Purpose/Introduction


Chevron Phillips Chemical Company (CPChem), an independent affiliate of Chevron and Phillips 66, is a worldwide manufacture of commodity and specialty chemicals. CPChem employs over 5000 employees, located at over 31 manufacturing and research facilities in 6 countries with sales in nearly 140 countries. The Chief Security Officer is responsible for the identification, development, implementation and oversight of the organization’s worldwide proactive security strategies and programs to mitigate risks to people and assets. The Company views this position as a leadership function to provide a comprehensive, integrated security risk management strategy to contribute to the viability and success of the organization. This position’s challenge is to develop and direct policies, processes, and technology toward a consistent security posture. The diversity of today’s risks comes in a complex matrix of interrelated responsibilities, threats, vulnerabilities, and impacts (short and long term), the safeguards for which must therefore be interdependent. In many locations CPChem’s security assurance is dependent on relationships with joint venture partners and foreign governments. Consequently, the incumbent must appropriately ensure that security is an enterprise-wide concern, effectively carried out by a broad diversity of entities and individuals.

Responsibilities

  • This position has global accountability to assure the development and deployment of effective security and emergency preparedness and response programs.
  • In cooperation with senior management, shareholder companies, joint venture partners and affiliates, assures that effective strategies are in place to mitigate security risks, maintain continuity of operations, and safeguard the organization. This position reports through the Senior Vice President Environment, Health, Safety, Security (EHSS).
    • Leads domestic and international efforts in the process of identifying, developing, implementing, and maintaining security processes, practices, procedures, and policies throughout the organization to reduce security related risks, respond to incidents and limit exposure and liability for Manufacturing sites, Administrative Office facilities,Research and Technology centers, Pipelines, and Distribution facilities

  • Maintains the CPChem Security Management System (SMS), composed of designated security and emergency preparedness and response program areas that contain Global Operational Excellence (OE) security standards and guidelines documents for global use. Key areas of focus within the designated security program areas include but are not limited to:
    • Collection and analysis of intelligence information to characterize threats applicable to company personnel and assets.
    • Security Risk Assessment Program
    • Internal & External Incident Analysis and Investigations
    • Employee Travel Security Program – Executive and Personnel Protection
    • Asset and operations protection
    • Ensure compliance with the American Chemistry Council Responsible Care® Security Code, and all applicable Government Security Regulations
    • Protection of Intellectual and Proprietary Information
    • Develop and implement international, country-specific crisis management plans, business continuity plans, emergency response and relocation plans and security contingency plans
    • Maintain and exercise the corporate crisis management plan

  • Assists and supports domestic and international staff in the process of identifying, developing, implementing and maintaining security and emergency preparedness policies, processes and procedures throughout the organization to reduce risks, respond to incidents and limit exposure and liability in areas such as:
    • Human Resources & Intellectual Property
    • Ethics & Reputation
    • Financial Assets
    • Cyber & Information Systems
    • Transportation, Distribution and Supply Chain
    • Environmental, Health, Safety, Security
    • Legal and Regulatory Requirements
    • Business Continuity Planning

Required Qualifications

Expertise in a broad range of U.S. and international security management, security risk assessment methodology, physical security measures and technology, complex investigations, security crisis management planning and execution, contingency planning for international emergency response, supply chain security and control of regulated products.


  • Minimum of a Bachelor’s Degree
  • A minimum of 15 years of experience demonstrating exposure to and a high level of expertise in asset protection, crisis management planning and response, contingency planning, emergency response, and the capability to organize/assess complex financial and fraud investigations
  • A minimum of 12 years of direct experience in a significant senior or executive leadership role
  • Demonstrated experience and exposure to international security issues and initiatives, including terrorism deterrence, detection and response.
  • The ability to establish and maintain business and personal contacts at senior levels in law enforcement and government security and intelligence agencies – domestically and internationally.
  • Ability to communicate effectively within all levels of the organization, including briefing executive management and the Board of Directors on status of security issues.
  • Demonstrated ability to understand and implement regulatory and industry compliance programs.
  • Effective working knowledge of US law, regulatory agencies, law enforcement agencies and business culture related to security of personnel and assets.
  • Experience in developing and implementing security policies, procedures and standards.
  • Broad based professional knowledge of security systems technology and physical security standards and safeguards
  • Demonstrated experience in diverse international travel, including potentially high-risk travel destinations.

Preferred Qualifications

  • Advanced degree or equivalent in an area of study relevant to the position (law, accounting, security administration or criminal justice)
  • Experience with the petrochemical, refining, oil and gas or energy industry
