POSITION PURPOSE:

The Operations Manager is responsible for a creating and maintaining a clean, safe, friendly, and aesthetically pleasing environment for our tenants and customers as well as supporting the General Manager in protecting and enhancing the value of the owner's real estate investment. The role and responsibilities of the position include managing all operational functions of the asset together with associated project management, contracting for services and vendor oversight.

The Operations Manager will assist the General Manager in identifying center objectives and translating those objectives into reality in a manner that either meets or exceeds budget guidelines.  The position will oversee the onsite maintenance, grounds keeping, custodial and security teams.   


ESSENTIAL FUNCTIONS:
  • Maximize asset value through a deliberate process of identifying and managing all operational functions while controlling expenses.
  • Manage the work process for both capital projects and ongoing services – including developing scope of work, request for proposal, evaluating contractor submissions/bids, developing service agreements, overseeing contracted work, work inspections, assuring project completion in accordance with terms of service agreement, and ensure required documentation is delivered prior to project close-out and/or payment.
  • Co-manage Construction activities with the corporate Development team.
  • Maintain a safe environment through identification and elimination of any safely hazards to staff, tenants, and customers. This includes the administration of all training and regulatory programs (OSHA, ADA, EPA etc).  Complete incident reports as necessary and coordinate needed repairs with Risk Management.
  • Establish strong relationships and interact with key civic leaders (Code Officials, Fire Safety, etc.).
  • Oversee operations in a crisis-situation ensuring the safety and security of all customers, tenants, and guests.
  • Understand all aspects of the maintenance and security initiatives and support the General Manager in the development and implementation of the property’s 3rd party vendor teams, including bidding of contracts and compiling a list of preferred vendors.
  • Assist General Manager in the management of the Comprehensive Emergency Management Plan.  Ensure all personnel are trained to function as an Emergency Task Force in Crisis Management response.
  • Conduct daily walk-throughs of the property to ensure physical assets are in the best possible operating condition. Respond rapidly to any operational issues uncovered in property inspections.
  • Ensure property safety systems are up to code, maintained and inspected.
  • Develop a 5-year capital plan to maintain and enhance the property assets and, in conjunction with Development team, execute projected capital plans.
  • Prioritize capital projects to reflect critical needs and affordability.
  • Perform Condition Assessments (either personally or with the assistance of consultants) to develop basis for long range capital plans and budgets.
  • Manage Property Operating expenses within or below budget levels. Effectively manage negative financial variances to overcome or minimize losses.
  • Review leases to determine financial responsibility of operational issues.
  • Prepare and oversee operational budgets and ensure all costs associated with property operations are managed with direct guidance and oversight.
  • Develop, implement, and manage a comprehensive Preventative Maintenance Plan for the asset.
  • Ensure adherence to the companies Operating Standards Manual.
  • Ensure proper utilization and management of the Angus Work Order system for the asset.
  • Ensure receipt and compliance of all vendor Certificates of Insurance.
  • Fulfill Manager-on-Duty rotation and manage day-to-day activities as necessary.
  • Gain in-depth knowledge and understanding of all aspects of administrative and company policies and procedures.
  • Assist General Manager and other department heads with the development and implementation of a comprehensive Strategic Business Plan and assist the entire team to achieve the property’s targeted financial and operational goals.
  • Learn and analyze all reports that are industry standard for this position including but not limited to, financial, budgets, leases, REAs, etc.
  • Develop and maintain strong, productive relationships with tenants and vendors.


SUPERVISORY RESPONSIBILITIES
  • The position will oversee the onsite maintenance, grounds keeping, custodial and security teams   


EDUCATION/EXPERIENCE REQUIREMENTS: (including certification, licenses, etc.)
  • Bachelor’s degree or equivalent experience.
  • Minimum 5 years of prior Operations, Facilities or Property Management experience.
  • Working knowledge of enclosed mall maintenance and operational functions.
  • Ability to work independently while still collaborating with various team members and stakeholders.
  • Meet all commitments and deadlines. Produce working solutions and be results driven.
  • Ability to analyze and interpret financial reports, budgets, contracts, and similar documents necessary to the management and operation of the asset. 
  • Ability to work collaboratively with a diverse group of people and departments. Strong interpersonal relations skills required.
  • Ability to adapt to a dynamic work environment.
  • Must possess a valid state-issued driver’s license.


KNOWLEDGE, SKILLS, AND ABILITIES:
  • Ability to read and understand blueprints, CAD drawings and other schematics.
  • Exhibit appropriate computer skills (Outlook, Excel, Word, Yardi, Angus Anywhere, etc.)
  • Ability to lift and carry up to 50 pounds.

Actual base salary considers several factors including but not limited to geography, job-related knowledge, experience, and budget. The start of the salary range is typically associated with the minimum experience required. At CIM, base pay is one part of the total compensation package. This role is eligible for bonus pay in addition to base salary. The anticipated base salary range for the position in Montclair, CA is $90,000 - $110,000. ​
