Job Description

Under general supervision, the Stable Attendant performs various duties in the care and maintenance of horses at the stable facility used by the San Francisco Police Mounted Unit in Golden Gate Park. Working conditions involve sustained physical effort including considerable standing and bending, moderately heavy lifting (up to 120lbs.) and a working environment with adverse and strenuous conditions such as inclement weather or foul odors. Stable Attendants may be required to work any shift including nights, weekends, holidays, and rotating days off.

Essential Duties:
•    Grooms horses using tools such as a horse vacuum, curry, stiff brush, finishing brush, and mane and tail combs. Cleans horses’ hooves using a hoof pick and trims horses' legs and whiskers using electric clippers.
•    Bathes horses by hosing down, shampooing, conditioning, rinsing, and drying horse using a sweat scraper and/or towel.
•    Tacks (saddle, corona, bridle, halter, etc.) and un-tacks horses.
•    Feeds horses by mixing and placing grains, vitamins, and/or feed supplements in feeding bucket and placing alfalfa/oat hay in stalls.
•    Administers shots and treatment (i.e. leg wraps) to sick and/or injured horses.
•    Inspects horses for signs of medical and physical distress by observing their behavior and makes an informed decision as to when to escalate the situation to a veterinarian.
•    Exercises the horses by walking and turning them out in the surrounding areas of the compound.
•    Cleans horse stalls and adjacent areas by eliminating soiled straw and other debris, such as cobwebs. Spreads and "fluffs up" straw in cleaned stall using a pitchfork (“beds down” the stall).
•    Cleans out automatic water system and feed bin using tools such as a stiff brush. Cleans floor drains using appropriate tools.
•    Cleans tack using materials such as soap, sponges, knives and brushes.
•    Inspects, maintains, and repairs equipment such as hand tools, float locks, hinges, and ropes.
•    Drives departmental vehicles for the purposes of disposing animal waste by moving it to an offsite waste treatment facility.
•    Interacts with the public and other department personnel on the telephone and in-person.
•    Reviews and completes routine departmental forms and reports.
•    Other related duties as assigned.

Qualifications

1. Six (6) months (1000 hours) of verifiable experience caring for and handling horses (such as a groom, ranch hand or large animal veterinary assistant); AND
2. Ability to lift and carry bales of hay weighing up to 120 pounds; AND
3. Possession of a current valid driver’s license.

SELECTION PROCEDURES

Physical Performance Examination (Pass/Fail)

Candidates will be tested to determine whether they possess sufficient strength needed to perform the duties of Stable Attendant. The exercise will include lifting, moving, and stacking up to three bales of hay weighing approximately 120 pounds in a specific time period; untacking a horse; picking a horse’s hooves.

Candidates who do not pass the Physical Performance Examination will not advance to the Oral Performance Examination.

Oral Performance Examination (Weight 100%)

Candidates will be assessed through one or more structured, job-related questions designed to measure critical knowledge, skills and/or abilities in job-related areas which may include but not limited to:

Knowledge of proper procedures and equipment for grooming and maintaining horses; knowledge of common safety practices when working around horses and equine equipment; knowledge of basic equine care and first aid for common equine ailments; ability to safely move horses; ability to interact professionally and communicate orally with others; ability to endure adverse and strenuous conditions such as inclement weather or foul odors; ability to work any shift, including nights, weekends, holidays, and rotating days off; ability to stand and bend up to 100% of the time; ability to tack and untack a horse.

Verification: Applicants must meet the minimum qualifications requirement by the filing date.

Certification:

The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List:

The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.

 

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.
