Job Description

Under general direction of the Finance and Accounting Operations Manager, the 1654 Accounts Payable Supervisor directs and manages the Accounts Payable unit in Finance and Accounting Operations. This position will lead improvements in processing, reporting, auditing, automating and unit management efforts for accounts payable. This position will lead multiple short-term projects and high-level tasks.

Essential Functions:

Expense Reimbursements

  • Lead and develop training manuals to transition program areas to submit expense reports on their own.
  • Assess and propose improvement to expense reimbursement process related to new electronic form, expense report, and tracking.
  • Propose modifications to existing policies and procedures to ensure alignment of expense reimbursement processes with the Controller’s Policies and Procedures.

Collaboration with Program Areas and Automation of Invoice Processing

  • Analyze and recommend procedures to Purchasing unit and individual program areas in liquidating outstanding purchase order encumbrances.
  • Develop and implement an automated invoice approval process in partnership with RPD’s Information Technology unit and Department of Technology (DT).
  • Assess and improve efficiency of invoice processing and tracking.

Automation and Digital Transformation

  • Continuously automate reports for periodic use in managing, forecasting, and reporting, for use by accounts payable unit and RPD divisions.
  • Continuously create or update manuals for fiscal quarterly and year-end closing procedures related to accounts payable responsibilities.
  • Digitally transform all documented processes to a paperless approach.

Qualifications

Minimum Qualifications:

1. A baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration, or related field. Such education must include eighteen(18) semester units or twenty-four ( 24) quarter units of coursework in accounting. AND

Four (4) years of professional accounting which includes analysis or problem solving. Experience must include: Working with an automated financial system, (preferably a government system) performing difficult and responsible accounting, as well as preparing financial records and reports. OR

2. City and County of San Francisco Employees with four (4) years of professional accounting experience including experience as a 1652 Accountant II.

Substitution:

A Master's degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.

(One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hours work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.)

Desirable Qualifications:

  • Accounts Payable experience.
  • Supervisory experience.
  • Working knowledge of the City’s PeopleSoft Financial System.
  • Strong work ethic, interpersonal, oral and written communication skills.
  • Excellent analytical, reconciliation, and organizational skills.
  • Self-starter, a team player, and detailed oriented.
  • Ability to prioritize multiple and competing assignments to meet deadlines. Flexibility and adaptability.

Selection Process:

Applications will be screened for relevant qualifying experience. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Additional Information

Appointment Type:  Full time.  Permanent Exempt appointment (up to 3 years).  This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Salary: $117,676 - $143,000 year
