The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG), Laguna Honda Hospital and Rehabilitation Center (LHH), and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. 

The San Francisco Department of Public Health is accepting applications for a permanent civil service Director of Facilities and Capital Planning (0941 Manager VI).  

Job Description

The Director of Facilities and Capital Planning (0941 Manager VI) oversees the DPH Facilities & Capital Planning central office team which includes architectural, maintenance, and analytical sections. This position directs short and long-term capital strategy for the department, works across departments on the renovation, construction, and acquisition of new public health facilities, and oversees the management of the department’s leased and owned assets. Buildings include primary care clinics, behavioral health outpatient clinics, residential treatment facilities across San Francisco, and program spaces and administrative offices for all facilities outside of the Zuckerberg San Francisco General Hospital and Laguna Honda Hospital campuses. This position reports to the DPH Chief Operating Officer. 

The Director of Facilities and Capital Planning (0941 Manager VI) performs the following essential job functions: 

  • Oversees the management of SFDPH facilities assets including leased and owned buildings and a fleet of vehicles, collaborating with department stakeholders to understand their needs and determine best use of DPH assets accordingly. Collaborates with the Department of Public Works (DPW) to move forward SFDPH construction projects and problem solve.
  • In collaboration with the ZSFG and LHH Facilities teams and DPW staff, manages capital projects budget of almost $400M from a variety of funding sources, each with their own guidelines and restrictions. Ensures that funds are used in accordance with the funding guidelines and to greatest effect and in a timely manner. Sources include city general funds, state and federal grants, certificates of participation (COP), and voter approved bond funding.  
  • Directs project managers (architects, engineers, etc.) overseeing renovation and construction of public health facilities, as well as analysts and maintenance professionals executing Facilities & Capital Planning’s responsibilities to maintain SFDPH facilities in a state of good repair.  
  • Directs SFDPH’s building acquisitions, collaborating closely with the Department of Public Works (DPW) and Real Estate Division (RED) under the City Administrator in the evaluation and purchase or lease of new properties.  
  • Oversees the department’s compliance with Facilities state and federal regulatory requirements.
  • Directs and allocates Facilities & Capital Planning’s operational budget, separate from capital budgets noted above.
  • Advises on Facilities contract strategies to ensure they are clear and in compliance with City contracting rules and regulations.
  • Works closely with SFDPH division leaders to define operational needs and how those needs can be met by improving healthcare facilities. Communicates with SFDPH executive and program leadership to keep them informed of DPH capital projects and support department priorities with a focus on customer service.  
  • Directs and oversees SFDPH capital strategy including the annual capital budgeting processes and General Obligation (GO) bond processes. Participates in long-term citywide capital planning processes on behalf of DPH. 
  • Coordinates with the Capital and Facilities Directors at ZSFG and LHH to facilitate collaboration and standard work across divisions, and to develop shared departmental capital priorities.  

The Director of Facilities and Capital Planning (0941 Manager VI) may perform other duties as assigned/required. 

Qualifications

Required Minimum Qualifications

  1. Education: Possession of a Bachelor’s degree from an accredited college or university, AND

  2. Experience: Five (5) years of work experience managing maintenance operations, capital improvement, or real estate acquisition in either a government agency or healthcare system that operates Ambulatory Clinics and/or Hospitals, all of which includes supervision.  

EDUCATION SUBSTITUTION: Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Selection Procedures

Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas.  

The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. 

Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score. 

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
