Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Job Description

San Francisco Airport (SFO) is on its journey to be the first airport in the world to achieve “triple net zero”— net zero energy facilities, net zero carbon operations, and zero waste to landfill by 2030. Additionally, SFO has goals to enhance healthy indoor environments and decrease water use by 2030. Since 2011, SFO has reported its campus-wide Scope 1 & 2 (airport-controlled), Scope 3 (airport-influenced) emissions within its Climate Action Plans in support of SFO’s net zero carbon 2030 goal. By moving the campus towards a low- carbon intensity, SFO will demonstrate to the City of San Francisco, aviation industry, and building sector that net zero at multiple scales is both possible and worthwhile.

The Net Zero Carbon Lead will focus on delivering the airport’s Zero Carbon Strategic Goal. This position reports to the Energy Program Manager through which the function collects, analyzes and reports upon SFO’s campus-wide, building-specific and ground transportation’s related electricity, natural gas, water, waste and fuels to forecast, report and ensure compliance with City, County and State requirements and support campus-wide awareness and prioritization of operational efficiency projects in support of SFO’s triple net zero goals.

You are excited about this opportunity because you will:

  • Collect and synthesize data needed for greenhouse gas emissions reporting to the California Air Resources Board (CARB), City and County of San Francisco and the Airport Council International (Airport Carbon Accreditation Program).
  • Finalize and implement SFO’s first Net Zero Carbon plan to be concise and actionable by identifying key stakeholders and time-bound tasks so that projects can be delivered, monitored for progress and adapted based on changes to regularity, resource and financial constraints.
  • Develop an Airfield Decarbonization strategy including inventorying and analyzing existing assets related to airside electric vehicle charging, electric ground support equipment charging, pre-conditioned air, and ground power units to develop projects, policies and guidelines to reduce SFO’s Scope 3 emissions.
  • Assemble, track, and earmark campus-wide utility consumption (water, gas, electricity, solar generation) for trends and inconsistencies through which to focus abatement projects.
  • Plan for and lead the implementation of capital and/or operations projects through management, analytics, scheduling, stakeholder engagement, and budgeting as needed.
  • Software-enable, monitor and report on SFO’s carbon-free transportation assets broadly, including a specific focus upon those participating in the CARB’s Low Carbon Fuel Standard program and coordinate with the San Francisco Public Utility Commission on credit sales.
  • Research and prepare grant applications, including required data collection and analysis, as well as corresponding ongoing reports related to net zero energy and/or carbon activities.
  • Collaborate closely with other departments to develop, operate and maintain landside and airside transportation decarbonization assets (electric vehicle & ground support equipment chargers and ground power units) through inventories, analytics, coordination, site visits, policy and program development.
  • Facilitate working groups with internal stakeholders, airlines, and external partners to share knowledge, collaborate, and align on mutually beneficial and complex topics related to airside and landside decarbonization.
  • Perform other functions outlined in the 1823 Senior Administrative Analyst

Qualifications

Minimum Qualifications:

Education:

Possession of a baccalaureate degree from an accredited college or university.

Experience:

Three (3) years’ full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications:

  • 2+ years of Sustainability experience in the aviation/airport industry
  • 2+ years’ experience in greenhouse gas emissions analyses and Climate Action Plan delivery
  • 2+ years’ experience in campus-wide utilities reporting, tracking, performance measurement and dashboarding
  • 2+ years’ experience in electric vehicle supply equipment analytics (uptime, utilization, faults and diagnostics) and management (development and demand response) for a large quantity of ports
  • Net Zero Carbon Plan development for large campuses, like airports

SELECTION PROCEDURES

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to interview. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
