Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Reporting to the Director of Partnerships, the Principal Administrative Analyst II - Grants and Reporting is responsible for managing the day-to-day administration of identifying, soliciting and stewarding philanthropic gifts and grants to run hundreds of millions of dollars in projects that support the Recreation and Park Department’s (RPD's) goals and objectives. This position is also responsible for developing strategies to philanthropically fund Department priorities and for assisting with compliance with City rules regarding public-private partnerships.
Essential duties include:
• Administering, monitoring, and coordinating complex grant awards and deliverables for RPD programs and capital projects, ensuring accurate financial tracking and documentation of grant milestones.
• Collaborating with RPD management and staff, stakeholders, and community groups to develop funding strategies, support major campaigns, and secure government and foundation grants to improve San Francisco parks.
• Interfacing with Finance staff and external partners (including community groups) to ensure accountability to funders and maintain transparent financial stewardship.
• Leading the implementation of significant public-private partnerships, including campaign strategies, budget management, and compliance with City grant approval processes including presenting resolutions and other legislation to the Board of Supervisors as required.
• Tracking and monitoring philanthropic prospects and solicitations and ensuring compliance with reporting requirements regarding private and public donations.
• Advising and coordinating with the Capital and Planning Division on eligibility for Public Capital and Programming Grants, as well as assisting with the development of tracking budgets for public-private initiatives.
• Overseeing the philanthropic and operational aspects of major projects such as the Crocker Amazon Park renovation, including tracking use of private funds and ensuring coordination with Capital Finance Division for budgetary accuracy.
• Tracking, analyzing, forecasting and making recommendations regarding use of private funds, such as for the India Basin Waterfront Park public-private partnership.
• Supervising, training, and mentoring staff, establishing clear work plans and performance metrics aligned with division objectives. Such work may include supporting public grant proposals and philanthropic expenditure reconciliation.
• Preparing and submitting required public reports to the Board of Supervisors, Ethics Commission and other oversight bodies regarding charitable donations and ensuring adherence to operational policies and procedures for efficient division management. This responsibility includes evaluating and interpreting a number of new ethics and reporting laws adopted since 2020.
• Performing related duties as assigned.
1. Possession of a Baccalaureate Degree from an accredited college or university; AND
2. Seven (7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work must include two (2) years of complex grant analysis and management experience. Any remaining experience must be in one or more of the following: analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
SUBSTITUTION
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. The substitution does not apply to the required two (2) years of complex grant analysis and management experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

SELECTION PROCEDURE
Supplemental Questionnaire: (Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire designed to measure knowledge, skills and/or abilities required for this position. Responses to the questionnaire will be reviewed and rated by a panel of subject matter experts and are subject to verification.
A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Eligible List Duration: The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
