The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

The 1165 SFHN Chief Operating and Strategy Officer provides executive managerial oversight for SFDPH’s vertically integrated healthcare delivery system; as a member of the SFHN executive leadership team, collaborates with the SFHN Chief Executive Officer, Chief Nursing Officer, Chief Quality Officer, and Chief Medical Officer, including other SFHN divisional leadership to develop and implement business, fiscal, organizational and developmental strategic initiatives consistent with achieving the mission of the SFHN and SFDPH; and manages special grants and projects as directed by executive and legislative branches of CCSF government related to health care delivery system improvement efforts.

The 1165 – SFHN Chief Operating Officer performs the following essential job functions:

  • Leadership, Program Planning and Administration: Provides direct supervision of department managers and directors across SFHN, including Pharmacy Services, Support Services, Care Experience, Ambulatory Services, Contracts Strategy, Policy, Planning and Development, Integrated Rehabilitation Services, and the Business Intelligence (jointly with SFDPH Finance), and provides indirect supervisory oversight to the Chief Operating Officer at Zuckerberg San Francisco General and Trauma Center & Assistant Nursing Home Administrators at Laguna Honda Hospital and Rehabilitation Center. Provides direction regarding consolidation and management of contracts involving multiple SFHN/SFDPH Divisions, and serves as the lead for developing, implementing, and enforcing SFHN and SFDPH-wide policies and procedures.
  • Project Implementation, Coordination and Evaluation: Develops and implements business, fiscal, organizational and developmental strategic initiatives consistent with achieving the SFHN and SFDPH mission, with a focus on the program areas detailed above.
  • Resource Development: Provides executive oversight and management operational responsibility for the development of high quality, cost effective administrative and clinical programs, with a focus on improving integration within SFHN, and in collaboration with SFDPH, its affiliated clinical partners, and the various communities and constituencies serviced by the SFHN.
  • Business Acumen: Demonstrates significant fiscal and budget acumen, ensuring value and efficiency in program development and implementation.
  • Political Acumen: Communicates, interfaces, and engages effectively with a broad span of constituencies associated with the SFHN and the SFDPH, its clinical and community partners and departments within the City and County of San Francisco. Establishes and sustains effective communication channels with a wide range of SFDPH staff and other parties involved in health care delivery system initiatives. Anticipates potential problems; takes timely initiative, and skillfully determines when SFDPH executive leadership consultation and policy guidance is required. Represents SFDPH and SFHN to the community, regulatory agencies and media as needed.
  • Finance and Budget: Serves as the SFHN lead for analyzing, developing, and implementing the unique California public hospital and health system of financial modeling and monitoring, including proforma budget development, reimbursement optimization with the linkage of clinical operations to value based reimbursement metrics. Directs and collaborates key clinical and administrative units to move the integrated delivery system from fee for service to fee for value based financial arrangements, including Accountable Care Organization (ACO) Development.

The SFHN Chief Operating and Strategy Officer performs other related duties as assigned.

Qualifications

  1. Education: Possession of a Master's degree from an accredited college or university in Hospital Administration, Nursing, Public Health Administration, or a closely related field; AND
  2. Experience: At least three years of experience as an administrator of a large general teaching hospital or related organization; or three years of complex healthcare administrative experience or an equivalent combination of training and experience.

One (1) year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
