Job Description

Reporting to the Director of Research and Planning, the Senior Grants and Policy Analyst oversees the Department’s grant management strategy, and ensures that federal and state funding for juvenile justice is effectively accessed, monitored, and deployed in full compliance with applicable laws, rules, and regulations, and in support of the Department’s mission and goals. The Senior Grants and Policy Analyst will manage JPD’s significant Community Investment portfolio, a justice reinvestment initiative, and collaborate closely with colleagues in the Research and Planning Unit as well as the Finance Unit to project and allocate grant revenues in support of juvenile justice system transformation in San Francisco.

Essential Functions of the position include: 

  • Overseeing a comprehensive grant management strategy for the Department to ensure program sustainability and advance JPD’s goals and objectives.
  • Working closely with the Human Services Agency (HSA), the Department of Youth, Children, and their Families (DCYF), the California Department of Social Services (CDSS), the Office of Youth and Community Restoration (OYCR), and the Board of State and Community Corrections (BSCC) on matters related to juvenile justice and foster care grants management.
  • Overseeing and facilitating Title IV-E foster care administration and Families First Prevention Services Act (FFPSA) policy development and implementation in collaboration with the Probation Services Division, including fiscal monitoring, coordination efforts, and writing policies, memorandums, and reports. Generating the Department’s contributions to the County Self-Assessment and System Improvement Plan, as required by the California Department of Social Services. Monitoring state legislation and regulatory letters to inform foster care administration and identify opportunities for improving compliance and optimizing reimbursement. Coordinating with staff in the Human Resources and Finance Units to ensure accurate and timely completion of the Title IV-E quarterly time study and claim.
  • Conducting state apportionment projections, planning, and reporting, including fiscal monitoring for eligible uses, allocation planning for personnel and non-personnel uses, coordination efforts, data analysis for grant reports, implementation of the Department’s Community Investments portfolio, and writing policies, memorandums, and reports.
  • Preparing recommendations with supporting documentation to ensure JPD compliance with regulations, mitigate risk, and maximize potential revenues
  • Developing grant applications, budgets, and implementation plans for new programs and department initiatives.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university

Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications

  1. Prior experience managing and monitoring state and federal grants, particularly related to preparing and submitting claims for reimbursement.
  2. Strong writing skills and experience drafting reports, memorandums, policies, and plans.
  3. Strong analytical skills and advanced expertise using Excel or similar software.
  4. Professional juvenile justice, criminal justice, or social services experience in the government or nonprofit sectors.
