The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

1. Pharmacy Business Operations Supervisor - Zuckerberg San Francisco General Hospital & Trauma Center (ZSFG)

  • Purchasing operations oversight for on-campus clinics and drug recalls. Contract negotiations and establishment for pharmaceuticals and supplies and vendor management.  Daily accounting oversight regarding accounts payable and receivable. Assist with developing and implementing financial ideas for financial and resource planning of the pharmaceutical and supply budget and oversight of the organizational budget. Analyze and prepare recommendations for financial plans, including annual resource allocations, future requirements, and operating forecasts.  340B Program Administrator for the San Francisco Health Network 340B Drug Pricing Program.

2. Outpatient Pharmacy Services Supervisor - Zuckerberg San Francisco General Hospital & Trauma Center (ZSFG)

  • Provide supervision and technical/clinical direction to staff pharmacist and pharmacy technicians in an Outpatient pharmacy setting.  Responsible for ensuring compliance with state and federal laws, regulations, and standards regarding the provision of pharmaceutical services and departmental pharmacy objectives and policies, and procedures; operational and procurement oversight of the outpatient pharmacy services which include but not limited to in-house retail pharmacy, discharge pharmacy, specialty pharmacy and substance abuse treatment; oversight of personnel assigned to work in the Outpatient Pharmacy.  In addition, you will assist the Director of Pharmacy with the development and implementation of strategic initiatives and will be responsible for the day-to-day operations of your assigned area.

3. Medication Safety and Clinical Pharmacy Supervisor - Laguna Honda Hospital and Rehabilitation Center (LHH)

  • As a leader in the pharmacy department for safe medication use, this position will work with LHH leaders across disciplines to jointly develop strategies and tactics to monitor and maintain ongoing medication safety improvements, proactively assess opportunities for improvement and potential system vulnerabilities, collaborate to provide education to the healthcare team; understand and apply best SNF medication practices.  This position will play an integral role in how medication data is analyzed and presented at key committees, and how it is used to drive improvement in medication safety across the hospital with the ultimate goal in ensuring CMS Survey Readiness. 
  • This position will be based at Laguna Honda Hospital and oversee a high-performing team of three clinical pharmacists, providing clinical oversight, mentorship and coaching, and work closely with the Pharmacy Director and Operation's Supervisor to align the clinical team's work with the department and hospital priorities.  

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.

Job Description

Under general direction, the Supervising Pharmacist provides supervision for pharmaceutical services within the San Francisco Department of Public Health to assure quality patient care, appropriate drug therapy and compliance with all applicable regulations. The essential functions include:

  • Manages, supervises, and schedules assigned personnel, including completing performance appraisals, and carrying out appropriate disciplinary actions as needed.
  • Designs, implements, and evaluates pharmaceutical services.
  • Continuously interprets and assists in the development and implementation of departmental rules, regulations, and policies.
  • Prepares and maintains reports, memoranda, and records.
  • Communicates with physicians, nurses, and other health-care professionals, as well as the general public.
  • Assists in managerial decisions including developing the budget.
  • Develops and trains staff to support and enhance professional development.
  • Procures pharmaceuticals and supplies and maintains inventory.
  • May include acting in the capacity of the designated Pharmacist-in Charge of the facility pharmacy.
  • Performs professional pharmacist duties as needed.

The Supervising Pharmacist also performs other related duties as assigned.

Qualifications

Minimum Qualifications - Required

EXPERIENCE AND TRAINING: Requires at least two (2) years (equivalent to 4,000 hours) of experience as a licensed pharmacist in a hospital pharmacy; or an equivalent combination of training and experience.

AND

LICENSE: Requires possession of a valid Registered Pharmacist license issued by the California State Board of Pharmacy (Please attach a copy)

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in Training and Experience Evaluation exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of current methods and procedures of pharmacies and contemporary pharmacy practice; Knowledge of Federal, State and local regulations as related to Pharmacy; Ability to supervise and monitor pharmacy staff and its functions and to delegate responsibilities appropriately; Ability to develop, plan, schedule, coordinate and evaluate assigned personnel; Ability to make decisions, problem solve, prioritize activities, use initiative and act independently; Ability to prepare and maintain accurate records; Ability to teach, train, and orient individuals in pharmacy operations and procedures, and drug therapy; Ability to interact effectively with a diverse customer base; Written communication ability; and Oral communication ability.

Training and Experience (T&E) Evaluation (Weight: 100%): Candidates must achieve a passing score on the training and evaluation exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of 3 Scores.
