Bureau of Street Environmental Services
Keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Public Works currently has one (1) Permanent Exempt – Category 18 vacancy for a Waste Receptacle Manager (1824) within our Bureau of Street Environmental Services.

Job Description

Under the leadership of the Public Works, Bureau of Street and Environmental Services, and working collaboratively with the Bureau of Planning and Performance Management, the Waste Receptacle Manager will provide an analytical overview of the City's 3,300 waste receptacles. This position will analyze the deployment of waste Receptacles, lead the procurement process for new waste receptacles, analyze the effectiveness of waste receptacle collection, and identify and recommended operational improvements.

Important and Essential Duties:
As a Waste Receptacle Manager, your duties may include but are not limited to the following:

  • Coordinating with the Public Works Outreach and Enforcement Team and other Bureau of Street Environmental Services (BSES) supervisors to analyze the impact and effectiveness of waste receptacle location and placement.
  • Leading all departmental analytical works related to the waste receptacle sensors that show data on waste in the receptacle and when collected.
  • Implementing and leading the effort to expand Waste Receptacle sensor data for all public waste receptacles.
  • Monitoring, analyzing, and presenting waste receptacle-related data.
  • Leading collaboration efforts with Public Works staff, including Information Technology staff, Performance and Planning staff, and other staff, as well as external staff at Recology, 311, Controller's Office, Department of Environment, and various Community Benefit Districts (CBDs).
  • Managing installation and removal of waste receptacles and managing and analyzing maintenance of waste receptacles with Public Works and Recology.
  • Supporting the procurement process of waste receptacles and waste receptacle sensors.
  • Identifying best practices for waste receptacle management.
  • Analyzing and recommending compliance with city-wide service level agreements for waste receptacle replacement, maintenance, and servicing.
  • Reviewing and analyzing 311 service orders (SOs) and documenting work performed.
  • Supporting development and delivery of presentations (for Public Works and Sanitation and Streets Commissions and Refuse Rate Board).
  • Supporting development and implementation of the refuse rate process.

Qualifications

Minimum Qualifications:

Education and Experience:
Possession of a baccalaureate degree from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:
Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Education Substitution: Additional experience as described above may substitute for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Experience with project management and process improvement frameworks, methodologies, and technologies (i.e., Lean and Six Sigma).
  • Experience in the development and analysis of quantifiable indicators of performance, especially for operational programs.
  • Experience with program evaluation and performance auditing.
  • Experience with the contracting process in the government.
  • Proficiency in Microsoft Office 365 applications (i.e., Word, PowerPoint, Teams, Outlook, Excel, SharePoint) and data management and tools (ie., PowerBI, Tableau, Excel, etc.).

The selection process will include an evaluation of applications in relation to minimum requirements. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
