The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. Reporting to the Deputy Commissioner, the Associate Commissioner of Strategic Initiatives is tasked with overseeing the units tasked with agency performance measurement and data-driven decision-making, strategic planning and project management in support of all divisions and bureaus of the agency. In a fast-paced environment and in support of an emergency response mission, The Associate Commissioner will oversee the Management Analysis and Planning Bureau and the Project Management Units to partner with internal and external agency stakeholders and deliver strategic wins in operational initiatives, performance and accountability. Duties include: Oversee project management team that tracks and supports operational stakeholders to execute strategic plan initiatives; Provide leadership to the teams providing data and metric quality in application to agency internal and external metrics and reporting, data use and validity; Oversee the creation of meaningful and timely research initiatives with various academic partners in support of improving policy, practice and operations; Develop and maintain a comprehensive suite of business intelligence and analytical resources for end-users; Create metrics in support of agency compliance with the various oversight bodies; Oversee performance measurement for major pilot programs, innovations, technology upgrades and other initiatives department-wide; Provide on-demand analytics and tracking tools that support emergency incident response and large-scale events; Work with external partners on strategic initiatives that involve the Department. Excellent communicator, collaborator and team player with deep understanding of the intersections between agency initiatives, policy, operations and data.
Additional duties include the following:
- Serve as the agency point of contact for mandated and critical reporting (i.e. Court Monitor Compliance, Open Data, MMR/PMMR, press inquiries requiring data, etc.)
- Provide testimony to oversight bodies on agency metrics and performance or initiatives as necessary
- Support the agency public information and community affairs offices as well as mayoral initiatives through metrics and data
- Collaborate with technology to enhance data warehouse/database integration and tables/views to create business intelligence tools/visualizations
- Oversee and train team members to master their understanding and use of FDNY datasets using various tools (i.e. SQL, Excel, R, Python and BI Tools, etc.)
