HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________

Your Team:

The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.

Your Impact:

As Deputy Director for Analytics within the Division of Building and Land Development Services, you will develop and maintain internal data sources and analytic tools that will be utilized to make decisions related to the design, cost, and construction of HPD-assisted projects.

Your Role:

The ideal candidate should have an advanced degree in a relevant field such as Business Administration, Public Administration, Public Policy, Management/Organizational Science, Urban/Regional Planning, Data Science and experience or demonstrate significant interest in public policy, housing, or city government.

Your Responsibilities:

- Establish BLDS’s ability to analyze internal and cross-agency data to help identify trends and cost in housing development projects.
- Analyze multiple BLDS internal administrative data sets as well as external data.
- Develop and enhance efficiency, effectiveness, and outcome-oriented performance metrics that highlight program successes, and identify operational bottlenecks and vulnerabilities;
- Utilize HPD databases such as Oracle Business Intelligence (OBI) and dashboards to cross reference and analyze BLDS internal data;
- Participate in technology development to ensure that systems appropriately capture data for analytic needs; and
- Assist with data analysis and requests, identifying potential policy and operational changes, and handle special projects associated with his or her portfolio.

Preferred Skills
1. Understand business and data processes to identify gaps or underlying issues, opportunities for efficiencies, and overlap with other business areas and information throughout the agency.
2. Break down complex issues and processes into smaller, more manageable pieces.
3. Use data and make policy and operational recommendations.
4. Efficiently communicate verbally and through memos, presentations, and other materials
5. Lead and move projects forward, including willing to make decisions or elevate issues for decision-making and advocate for best interests of the project and the agency.
6. Has experience with advanced Excel at a minimum and GIS and Access preferred; experience with SharePoint, Python and Pandas, SAS, R, writing SQL queries or business intelligence tools is a plus.

Note:
A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
