The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. DOC is responsible for maintaining a safe and secure environment for staff, visitors, volunteers, and people in our custody. The Investigation Division (ID) is responsible for investigating all Use of Force incidents that occur within the Department of Correction (DOC); all acts of misconduct within the Department related to excessive Use of Force, inefficient performance of duties, etc. The successful candidate for this management level position, will be responsible for directing and managing all matters related to UOF investigations, that can be highly confidential and sensitive in nature. Under the direction of the Deputy Commissioner of the Investigation Division, with latitude to exercise independent judgement, taking initiative and decision making.
Typical responsibilities of this position include the following tasks:
- Directing, coordinating, and monitoring the activities of Deputy Directors of Investigations
as well as a staff of investigators.
- Engage in the performance of conducting Intake Investigations of Use of Force incidents,
conducting complex investigations involving the interviewing of subjects and witnesses, examination
and analysis of evidence and the preparation of unbiased investigative reports.
- Ensuring that the quality of Intake Investigations, timeliness of reports and levels of efficiency
meet the standards determined by policy, law, and the Nunez consent judgment.
- Directing the workflow and formulating the strategy of the Intake Unit, in conjunction with
the Deputy Commissioner and the Assistant Commissioner of the Investigation Division.
- Collecting internal data and drafting reports relating to the ID’s compliance with the Nunez
consent judgment and Federal Monitor’s standards.
- Communicating with the Federal Monitor on Intake investigations related to Use of Force,
and on ID’s compliance with Federal Monitor’s standards.
- Formulating division policies, compliance initiatives, and training programs for staff.
- Preparing, reviewing, and evaluating reports submitted for administrative action, making
decisions regarding Intake Use of Force investigations.
- Working in close coordination with federal, state and city investigation and law enforcement
agencies; testifying at hearings and court proceedings.
1. A baccalaureate or associate degree from an accredited college, and eight years of satisfactory full-time experience in the field of investigations, auditing, law enforcement, criminal justice, or in a major operational area of the agency in which the appointment is to be made, four years of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or
2. Education and/or experience equivalent to 1’ above. However, all candidates must have the four years of experience in an administrative, managerial, executive or supervisory capacity as described in 1’ above.
